Invitation to Bid for
IMPROVEMENT/CONCRETING OF SITIO KOLIBATU (LOGDECK) TO SITIO BINAWING, LINTANGAN FARM TO MARKET ROAD

MIADP-IN-RO09-ZDN-AD-LIN-FRD-0030

1) The Government of the Philippines (GOP) has received from the World Bank toward the cost of Mindanao Inclusive Agriculture Development project (MIADP) , and it intends to apply part of the proceeds of this Loan to payments under the contract for Improvement/Concreting of Sitio Kolibatu (Logdeck) to Sitio Binawing, Lintangan Farm to Market Road, subproject ID no. MIADP-IN-RO09-ZDN-AD-LIN-FRD-0030.
2) The Local Government Unit of Zamboanga del Norte now invites bids for the Improvement/Concreting of Sitio Kolibatu (Logdeck) to Sitio Binawing, Lintangan Farm to Market Road with Estimated Project Cost (EPC) in the amount of One Hundred Thirty-One Million Four Hundred Thirteen Thousand Pesos Only (Php 131,413,000.00). Completion of the Works is required in Two Hundred Eighty-Nine (289 CD) calendar days. Bidders should have completed, within the last five (5) years, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section 5 of the Instructions to Bidders, and Sub-sections 5.2 and 5.4 of the Bid Data Sheet.
3) Bidding will be conducted in accordance with relevant procedures for open competitive bidding as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 12009, otherwise known as the “New Government Procurement Reform Act”, with some amendments, as stated in the Bidding Documents and is open to all Bidders from eligible source countries, as defined in the World Bank Procurement Regulations. The contract shall be awarded to the Bidder that met the criteria indicated in the Bidding Documents.
4) Interested bidders may obtain further information from Local Government Unit of Zamboanga del Norte and inspect the Bidding Documents at the address given below and also at the MIADP Regional Project Coordination Office-9 with address at MIADP office, Department of Agriculture, Research and Experiment Center, ZAMPIARC Compound, Ipil, Zamboanga Sibugay and at the MIADP Project Support Office Mindanao with address at CEDC Building, Philippine Coconut Authority (PCA) Compound, Barangay Bago Oshiro, Tugbok District, Davao City from 9:00 am to 5:00 pm Mondays to Fridays.
5) A complete set of Bidding Documents may be acquired by interested bidders on September 25, 2026 to October 15, 2026 from the address below and upon payment of the Bidding Documents fee of Ten Thousand Pesos (Php 10,000.00).
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS), website of the Procuring Entity, and the MIADP Website (miadp.da.gov.ph) provided that bidders shall pay the said Bidding Documents fee not later than the submission of their bids.

6) The Local Government Unit of Zamboanga del Norte will hold a Pre-Bid Conference on October 02, 2026 at 10:00 AM at the 2nd Floor, Hall 1, Provincial Capitol, Estaka, Dipolog City, Zamboanga del Norte which shall be open to prospective bidders.
7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the address indicated below on or before October 15, 2026 at 10:00 am. Late bids shall not be accepted.
8) All Bids must be accompanied by a Bid Securing Declaration.
9) Bid opening shall be on October 15, 2026 at 10:00 AM at the 2nd Floor , Hall 3, Provincial Capitol, Estaka, Dipolog City, Zamboanga del Norte. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.
10) The Local Government Unit of Zamboanga del Norte reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
