IMPROVEMENT/CONCRETING OF BRGY. SIBULAN: SITIO POGPOG TO SITIO TUMPIS FARM TO MARKET ROAD

1)The Government of the Philippines (GOP) has received from the World Bank toward the cost of Mindanao Inclusive Agriculture Development Project (MIADP) and it intends to apply part of the proceeds of this Loan to payments under the contract for IMPROVEMENT/CONCRETING OF BRGY. SIBULAN: SITIO POGPOG TO SITIO TUMPIS FARM TO MARKET ROAD, Identification No. MIADP-IN-RO11-DDS-AD-SCR-FRD-0027.

2)The Provincial Government of Davao del Sur now invites bids for the the IMPROVEMENT/CONCRETING OF BRGY. SIBULAN: SITIO POGPOG TO SITIO TUMPIS FARM TO MARKET ROAD with Estimated Project Cost (EPC) in the amount of THIRTY-FOUR MILLION PESOS (Php 34,000,000.00). Completion of the Works is required in 167 Calendar Days. Bidders should have completed, within the last five (5) years, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section 5 of the Instructions to Bidders, and Sub-sections 5.2 and 5.4 of the Bid Data Sheet.

3)Bidding will be conducted in accordance with relevant procedures for open competitive bidding as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 12009, otherwise known as the “New Government Procurement Reform Act”, with some amendments, as stated in the Bidding Documents and is open to all Bidders from eligible source countries, as defined in the World Bank Procurement Regulations. The contract shall be awarded to the Bidder that met the criteria indicated in the Bidding Documents.

4)Interested bidders may obtain further information from Provincial Government of Davao del Sur inspect the Bidding Documents at the address given below and also at the MIADP Regional Project Coordination Office 11 with address at Department of Agriculture RFO XI, Regional Government Center, Brgy. Bago Oshiro, Tugbok District, Davao City and at the MIADP Project Support Office Mindanao with address at CEDC Building, Philippine Coconut Authority (PCA) Compound, Barangay Bago Oshiro, Tugbok District, Davao City from 9:00 a.m. to 5:00 p.m. Mondays to Fridays.

5)A complete set of Bidding Documents may be acquired by interested bidders on September 24, 2026 from the Office of the Provincial Procurement Management Officer of Provincial Government of Davao del Sur, MIADP RPCO XI or MIADP PSO Mindanao and payment may be made directly at the LGU cashier or via deposited to the Provincial Government of Davao del Sur Land Bank of the Philippines (LBP), Account Number 0332-1013-23. A non-refundable fee of Ten Thousand Pesos (Php 10,000.00) must be paid prior to bid submission. Online payments must be settled at least three (3) days prior to bid opening. To verify payment, bidders must present an official LGU receipt or a validated bank slip. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS), website of the Procuring Entity and the MIADP Website (miadp.da.gov.ph) provided that bidders shall pay the said Bidding Documents fee not later than the submission of their bids.

6)The Provincial Government of Davao del Sur will hold a Pre-Bid Conference October 1, 2026 at 9:00 AM at Ralota Hall, Governor Douglas Cagas Sports Complex and Business Center, Brgy. Matti, Digos City, Davao del Sur and/or through video conferencing via Facebook page: www.facebook.com/BACDAVAODELSUR which shall be open to prospective bidders.

7)Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the address indicated below on or before October 15, 2026 at 9:00 AM. Late bids shall not be accepted.
· Advance dropping (before October 15, 2026) – Office of the Provincial Procurement Management Officer, temporarily located at Second Floor, Provincial Tourism Office, Brgy. Matti, Digos City, Davao del Sur
- During the date of Opening of bids (October 15, 2026, on or before 9:00 A.M.) – Ralota Hall, Governor Douglas Cagas Sports Complex and Business Center, Matti, Digos City, Davao del Sur

8) All Bids must be accompanied by a Bid Securing Declaration.

9) Bid opening shall be on October 15, 2026 at 9:00 AM at the Ralota Hall, Governor Douglas Cagas Sports Complex and Business Center, Brgy. Matti, Digos City, Davao del Sur and via Facebook page: www.facebook.com/BACDAVAODELSUR. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

10) The Provincial Government of Davao del Sur reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
