Invitation to Bid for 25AF0153 - Construction of Classrooms, Saytan Integrated School, Pugo, La Union

1) The Department of Public Works and Highways – La Union 2nd District Engineering Office, through the BEFF 2025 NEW CONSTRUCTION - BATCH 1 intends to apply the sum of Php 13,998,975.91 being the Approved Budget for the Contract (ABC) to payments under the contract for Construction of Classrooms, Saytan Integrated School, Pugo, La Union with Contract ID No. 25AF0153. Bids received in excess of the ABC shall be automatically rejected at bid opening.
The Department of Public Works and Highways – La Union 2nd District Engineering Office now invites bids for Construction of 2 Storey - 4 Classroom with Earthworks elevated at 0.35m, Reinforced Concrete Works, Finishing and other Civil Works, Electrical, Removal of Trees, Removal of Structures and Obstruction. Completion of the Works is required 180 calendar days. Bidders should have completed, within [insert relevant period] from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB)
2) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
3) Interested bidders may obtain further information from Department of Public Works and Highways – La Union 2nd District Engineering Office and inspect the Bidding Documents at the address given below from 8:00a.m. to 5:00p.m.
4) A complete set of Bidding Documents may be acquired by interested bidders on June 02, 2026 to June 22, 2026 from given address and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Php 25,000.00
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
5) The Department of Public Works and Highways La Union 2nd District Engineering Office will hold a Pre-Bid Conference on June 09, 2026 @ 10:00a.m. at 2nd Floor, Conference Room of Department of Public Works and Highways La Union 2nd District Engineering Office, San Joaquin Sur, Agoo, La Union and/or through video conferencing via https://youtube.com/@DPWH.LaUnion2ndDEO, which shall be open to prospective bidders.
6) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through (i) manual submission at the address indicated below or (ii) electronic submission via electronicbids_launion2@dpwh.gov.ph on or before June 22, 2026 @ 10:00a.m. Late bids shall not be accepted.
7) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.
8) Bid opening shall be on June 22, 2026 at the given address below and/or via youtube: https://youtube.com/@DPWH.LaUnion2ndDEO. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

9) In compliance to Sec 81.1 and Sec. 82 of the IRR of RA No. 12009, all prospective bidders shall be required to submit a sworn disclosure of relations and beneficial ownership, clearly identifying the natural persons who ultimately own, control or benefit from the bidding entity, whether directly or indirectly, through shareholding, voting rights, contractual arrangement, or means of control. For corporations, bidders shall attach Articles of Incorporators and General Information Sheet (GIS).

10) The Department of Public Works and Highways La Union 2nd District Engineering Office reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
