MUNICIPALITY OF LUISIANA

INVITATION TO BID

1. The Municipal Government of Luisiana, Laguna intends to apply the sum of Two Million Sixty Five Thousand Pesos Only (Php 2,065,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Purchase and Installation of LED Wall. Bids received in excess of the ABC shall be automatically rejected on bid opening.

2. The Municipal Government of Luisiana, Laguna now invites bids for the Purchase and Installation of LED Wall. Execution/Delivery of the project/goods shall commence within 10 days after the Notice to Proceed had been received and signed by the Winning Bidder. Performance Bond must be submitted by the Bidder, within ten (10) days from the date of receipt of Notice of Award. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II. Instruction to Bidders.

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

4. Interested bidders may obtain further information from Municipal Government of Luisiana, Laguna and inspect the Bidding Documents at the address given below during 8:00am – 5:00pm.

a. Complete set of Bidding Documents may be purchased by interested Bidders on June 1, 2026 to June 22, 2026 from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount of Five Thousand Pesos (Php 5,000.00) as stated in the GPPB Resolution No. 04-2012 relative the sale of bidding documents. Interested Bidders must also submit a letter of intent upon purchasing the complete set of bid documents.

b. For new bidders, upon purchase of Bidding Documents, a business permit fee amounting to Five hundred pesos (Php 500.00) only will also be collected.

5. Pre-bidding conference is scheduled on June 8, 2026 at exactly 3:00 P.M. at Conference Room, 2nd floor Municipal Building, Luisiana, Laguna.

6. Bids must be delivered to the address below on or before the Bid Opening Conference scheduled on June 22, 2026 at exactly 1:00 P.M. Bids must be submitted in one (1) original and three (3) certified true copies sealed in an envelope. The copies shall include in separate envelopes: Envelope 1 shall contain the Eligibility Documents and Technical Documents while Envelope 2 contains the Financial Component. Bidders must also submit an electronic copy of the complete set of Eligibility Documents. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause.

7. Bid Opening Conference will be on June 22, 2026 at exactly 1:00 P.M. at Conference Room, 2nd Floor Municipal Building, Luisiana, Laguna. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below. Special Power of Attorney specific to the project and valid ID/s must be presented should a representative will attend the bidding. Late bids shall not be accepted.

8. The Municipal Government of Luisiana, Laguna reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
