Description
|
This project aims to rehabilitate, replace, and upgrade the existing pipelines and appurtenances to ensure efficient, safe, and reliable water distribution in compliance with applicable codes and standards.
As per the approved BAC Resolution, the Mode of Procurement for this project shall be Competitive Dialogue, in accordance with the Section 29 of the Implementing Rules and Regulations (IRR) of Republic Act No. 12009, otherwise known as the New Government Procurement Act.
The Pre-Bidding Conference will be held on May 12, 2026, 9:30AM TUP-Taguig Campus.
The submission of documents for the 1st Stage will be on June 11, 2026, 9:00AM For this transaction, the official reference of “time” will be the BUNDY CLOCK stationed at the lobby of the Administration Building. e. Opening and Evaluation of Initial Technical Proposal and Eligibility Documents (Legal, Technical & Financial) per Section 29, will be on June 11, 2026, 9:30AM at the TUP Taguig Campus.
As per Section 29.4.1, a JOINT DIALOGUE shall be conducted on the June 29, 2026, at 9:30AM, attended by Eligible Bidders who “MEET THE MINIMUM STANDARDS”. During this activity, the BAC together with the participants shall determine, identify, describe, define and finalize the Technical Components and Specifications of the Project, Scope of Work, Design, Value Engineering, Terms of Reference, Key Personnel, Manpower Requirements, and Appropriate Expertise, including sustainability aspects in the procurement of infrastructure. Also, included in the discussion are Contract Terms and Conditions – Payment Terms and Advance Payment, Delivery Instructions, Warranties, and Inspection and Testing.
Within ten (10) calendar days, eligible bidders will receive the Final Checklist of Requirements for 2nd Stage submission.
2nd Stage Submission (Section 29.4.2) will be on July 13, 2026, 9:00AM at the Administration Building. Again, the documents to be submission should be properly sealed and labeled, containing two (2) copies, separately sealed and labeled as “ORIGINAL”, and “COPY 1”.
Since the basis of Evaluation and Award is the Lowest Calculated Bid (LCB), Opening and Evaluation of the Technical Proposal will be on the same day at 9:30AM. The Financial Proposal of those who meet the criteria will be opened at 1:30PM.
