Description

1. The National Irrigation Administration, through the Government of the Philippines (GOP), Corporate Operating Budget (COB) Fund-501 LFPs eFGIS 2023 intends to apply the sum of Forty Six Million One Hundred Two Thousand Nine Hundred Thirty Nine Pesos (PhP46,102,939.00), being the Approved Budget for the Contract (ABC) to payments under the contract for the Procurement of Service Provider for the Upgrading of Enhanced Farmland Geographic Information System (eFGIS), WebFGIS Portal and Farmland Database, Invitation to Bid No. NIACOIEC-S-5. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The National Irrigation Administration now invites PhilGEPS registered service provider to apply for eligibility and to bid for the above-mentioned project. The Service Provider shall execute and complete the project within five (5) months upon receipt of Notice to Proceed (NTP). Bidders should have completed a similar contract within five (5) years from the date of submission and receipt of bids, with a value of at least fifty percent (50%) of the ABC. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

4. Prospective Bidders may obtain further information from the BAC-A Secretariat, 6th Floor, NIA Building A, EDSA, Diliman, Quezon City and inspect the Bidding Documents at the address given below during office hours 7:00 AM to 4:00 Monday to Friday.

5. A complete set of Bidding Documents may be acquired by interested bidders on May 1, 2025 to May 21, 2025 from the given address below and upon presentation of the following requirements:

a) Letter of Intent (LOI) from the owner/authorized managing officer indicating the name of the employee authorized to purchase the bid documents. The LOI must contain the official mailing address, contact number, and e-mail address of the company;
b) Company ID of the authorized employee; and
c) Payment to the NIA Cashier a non-refundable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty-Five Thousand Pesos (PhP 25,000.00).

6. The National Irrigation Administration will hold a Pre-Bid Conference on May 8, 2025; 10:00 A.M. at NIA BAC-A Conference Room, 6th Floor, Building “A”, NIA Complex, EDSA, Diliman, Quezon City which shall be open to prospective bidders.

7. Bids must be duly received by the BAC-A Secretariat through manual submission at the office address indicated below on or before May 21, 2025; 1:00 P.M. Late bids shall not be accepted.

8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.

9. Bid opening shall be on May 21, 2025; 1:30 P.M. at NIA BAC-A Conference Room, 6th Floor, Building “A”, NIA Complex, EDSA, Diliman, Quezon City. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

10. The National Irrigation Administration reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
