INVITATION TO BID FOR
Supply, Delivery, Installation and Commissioning of Various Medical/Surgical Instruments for FY 2024

1. The Zamboanga City Medical Center through the Regular INCOME-MOOE and INCOME-CO Fund for FY 2024 intends to apply the sum of being the ABC to payments under the contract for Supply, Delivery, Installation and Commissioning of Various Medical/Surgical Instruments/2404-GOODS-26A. Bids received in excess of the ABC shall be automatically rejected at bid opening.

The Zamboanga City Medical Center through the Regular Income Fund FY 2024 intends to apply the sum of Php 40,388,926.00 being the ABC to payments under the contract for each lot/item. Bids received in excess of the ABC for each lot shall be automatically rejected at bid opening

2. The Zamboanga City Medical Center now invites bids for the above Procurement Project. Delivery of the Goods is required until December 31, 2024. Bidders should have completed, within 5 years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

4. Prospective Bidders may obtain further information from Zamboanga City Medical Center and inspect the Bidding Documents at the address given below during from Mondays to Fridays, between 9:00am to 3:00pm.

5. A complete set of Bidding Documents may be acquired by interested Bidders on 19 June 2023 from the given address and website(s) below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Eight Thousand Pesos (Php 8,000.00). Payment may be made through cash upon presenting an accomplished Charge Slip (Form ZCMC-F-PROC-30) to the ZCMC Cashier’s Office or through DBP bank transfer via Account Number 0000 5348 955 7 of Account Name Zamboanga City Medical Center. The charge slip shall be available at the office of the procurement at the address below. The Procuring Entity shall allow the bidder to present its proof of payment for the fees through electronic means. The Bidding Documents may also be downloaded free of charge from the Philippine Government Electronic Procurement System (PhilGEPS) website or the address below provided that bidders shall pay the applicable fee for the bidding documents not later than the deadline for submission of their bids.

If payment was made via bank transfer, bidder shall email the electronic copy of the deposit slip to the Cash Operations via cash@zcmc.doh.gov.ph, with copy furnished to the BAC Secretariat zcmcpublicbidding2@gmail.com with the following details and request for issuance of Official Receipt:

a. Subject: Payment for Bidding Documents Fee
b. Indicate in the body of email the following details:
i. Project Code: 2404-GOODS-26A
Fee: Php. Eight Thousand Pesos (Php8,000.00)
Bidder’s Name

6. The Zamboanga City Medical Center will hold a Pre-Bid Conference on 13 May 2024 at 9:30AM through video conferencing or webcasting via meet.google.com/uha-udbe-bac which shall be open to prospective bidders.

For the expedient conduct of the conference/meeting, bidders are expected to have read and sufficiently understood the Bidding Documents with particular regard to the Instructions to Bidders, the Bid Data Sheet, the Checklist of Required Documents and have carefully examined the Terms of Reference/Scope of Works. Clarifications raised by the bidders who have secured the Bidding Documents will be prioritized.

Any questions affecting any of the above documents which were not raised during the Pre-bid Conference or via the Requests for Clarification will not be considered.

The deadline for submission of Requests for Clarification is on 15 May 2024, 5:00PM
Clarifications received via email other than email indicated below will be rejected.

7. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below, on or before 27 May 2024 at 9:30AM. Late bids shall not be accepted.

8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.

9. The Zamboanga City Medical Center reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
