REQUEST FOR EXPRESSION OF INTEREST (REOI)
The Mactan-Cebu International Airport Authority (MCIAA), through its Bids and Awards Committee (BAC), invites interested consultants to participate in the bidding of the herein described project as follows:
Contract Name : Consulting Services for the Detailed Engineering Design (DED) and Construction Management and Supervision (CMS) for the Proposed Repair and Overlay of Runway 04/22 at Mactan-Cebu International Airport
Contract Location : Mactan-Cebu International Airport, Lapu-lapu City
Budget for the Contract (ABC) : Php57,137,136.00
Contract Duration : 31 Calendar Months
Amount of Bid Docs (Part 2) : Php50,000.00
Source of Funds : MCIAA Corporate Budget for CY 2024
Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals. MCIAA now calls for the submission of eligibility documents for the above-mentioned project. Interested consultants must submit their expression of interest and eligibility documents submission form on or before May 2, 2024 @ 2:00 P.M. at the Bids and Awards Committee Office/Conference Room at the address below stated. Applications for eligibility will be evaluated based on a non-discrepancy “pass/fail” criterion.
The BAC shall draw up the short list of consultants from those who have submitted Eligibility Documents/Expression of Interest and have been determined as eligible in accordance with the provisions of Republic Act (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its Revised Implementing Rules and Regulations (IRR). The short list shall consist of three (3) prospective bidders who will be entitled to submit bids.
The criteria and rating system for short listing shall be based on Sec. 24.5.3 of the Revised IRR, the Instructions to Bidders and as stated in Part 1 of the Bidding Documents. Interested consultants may secure Part 1 of the Bidding Documents free of charge @ the BAC Office. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR of RA 9184. Bidding is open to all interested bidders, whether local or foreign subject to the conditions for eligibility provided in the IRR of R.A. 9184 and must be a PhilGEPS Platinum Member.
The Procuring Entity shall evaluate bids using the Quality-Cost Based Evaluation/Selection (QCBE/QCBS). The criteria and rating system for the evaluation of bids shall be provided in the Instruction to Bidders under Part 2 of the Bidding Documents.

The MCIAA assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of their bids. The MCIAA reserves the right to accept or reject any bid, to annul the bidding process, to reject all bids at any time prior to contract award if the physical and economic conditions have significantly changed so as to render the project no longer economically, financially, or technically feasible or if the project is no longer necessary both as determined by the Head of the Procuring Entity, without thereby incurring any liability to the affected bidders.
