REQUEST FOR EXPRESSION OF INTEREST FOR ENGAGEMENT OF CONSULTING SERVICE FOR THE DEVELOPMENT AND PRODUCTION OF THE PDIC 60TH ANNIVERSARY COFFEE TABLE BOOK AND EXPLAINER VIDEO

The Philippine Deposit Insurance Corporation (PDIC), through its Corporate Operating Budget of 2024, intends to apply the sum of Five Million Pesos (P5,000,000.00), being the Approved Budget for the Contract (ABC), to payments under the contract for the Engagement of Consulting Service for the Development and Production of the PDIC 60th Anniversary Coffee Table Book and Explainer Video)/Project Reference No. 2024-014 (hereinafter referred to as the “Project”). Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.

1. The PDIC now calls for the submission of the eligibility documents for the procurement of the Project. The eligibility documents of interested consultants must be duly received by the Secretariat of the Bids and Awards Committee (BAC) on or before , April 30, 2024 2:00 p.m. at the Ground Floor, PDIC Building, 2228 Chino Roces Avenue, Makati City. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.

Pursuant to Government Procurement Policy Board (GPPB) Circular No. 02-2018, the PDIC is inviting all interested bidders/consultants for a Clarificatory Meeting (CM) to discuss the eligibility requirements as well as the technical and financial components prescribed for the Project. The CM is scheduled on April 23, 2024 2:00 p.m. at the 5th Floor, Conference Room, PDIC Building, 2228 Chino Roces Avenue, Makati City. The prospective bidders may also participate in the CM as well as in the Pre- bid Conference via video conferencing or webcasting.

Bidders are advised to first log in to the BAC waiting room via MS Teams link and wait for further advice to join the BAC meeting room, the link of which shall be provided to the bidders before the start of the pre-bid conference. The MS Teams link to the waiting room is as follows:

2. Interested bidders may obtain further information from the PDIC and inspect the Bidding Documents at the address hereinafter specified during office hours.
3. A complete set of Bidding Documents may be acquired by interested bidders from the address herein below provided, and upon payment of the applicable fee for the Bidding Documents in the amount of Php5,000.00. Said amount was pegged pursuant to the latest Guidelines issued by the GPPB.

The Bidding Documents may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the deadline set for the submission of bids.
4. The BAC shall draw up the short list of consultants from those who have submitted their Expression of Interest as well as the eligibility documents, and have been determined as eligible in accordance with the provisions of Republic Act No. 9184 (RA No. 9184), otherwise known as the “Government Procurement Reform Act” and its Implementing Rules and Regulations (IRR). The short list shall consist of the top 3 eligible bidders who will be qualified to submit bids based on the criteria for shortlisting of eligible bidders. The criteria and rating system for short listing are as follows:
EVALUATION CRITERIA WEIGHT
1. Relevant/applicable experience and good track record in producing coffee table books 62%
2. Qualifications of the Team Leader and the Project Team Members 33%
3. Job capacity to handle the project 5%
Total 100%
Passing Rate 75%

In no case shall a prospective bidder who garnered a total rating of less than the minimum rating of 75 points be included in the short list.

4. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion specified in the IRR of RA No. 9184.

Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR of RA No. 9184.

5. The Procuring Entity shall evaluate bids using the Quality-Cost Based Evaluation (QCBE) procedure. The Procuring Entity shall indicate the weights to be allocated for the Technical and Financial Proposals. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.
6. The Scope of Work/Complete Deliverables/outputs for this project are enumerated in the Terms of Reference.
7. The PDIC reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA No. 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
