Invitation for Bids
Date: April 11, 2024 Loan No. and Title: 3631-PHI Improving Growth Corridors in Mindanao Road Sector Project Contract No. and Title: 22GZ00036 ICD-3 Human Resources Program – Human Resource Information System (Rebidding) Deadline for Bids: May 29, 2024 Wednesday, 10:00AM
1) The Republic of the Philippines has received financing from the Asian Development Bank (ADB) towards the cost of Improving Growth Corridors in Mindanao Road Sector Project, IGCMRSP. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB.
2) The Department of Public Works and Highways (“the Employer”) invites sealed bids from eligible Bidders for the supply, delivery, installation, configuration, implementation and support of Human Resource Information System (“the Facilities”).
3) International Competitive Bidding (ICB) will be conducted in accordance with Single-Stage: One-Envelope bidding procedure.
4) Only eligible Bidders with the following key qualifications should participate in this bidding:

1. Five (5) years’ experience under contracts in the role of contractor, subcontractor, or management contractor for the last 8 years prior to the bid submission deadline.
Specific Experience
1. Participation as contractor, management contractor, or subcontractor, in at least three (3) contracts within the last six (6) years, each with a value of Seven hundred thirty thousand US Dollars (USD 730,000.00) that have been successfully and substantially completed and that are similar to the proposed IT Products and /or Services. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Schedule of Requirements.
2. The Bidder shall demonstrate that the IT products offered have: i. been in production for at least three (3) years, ii. been sold a minimum of two (2) units of similar type and specification over the last three (3) years; iii. been in operation for a minimum of five (5) years.
Solution Provider Qualifications
1. The Solution Provider must be in existence for at least five (5) years in the Philippines with at least three (3) completed projects in the field of application development or software customization within the last seven (7) years, and at least one (1) of the completed projects is a HRIS.
The qualification criteria are more completely described in the Bidding Document.

7) A pre-bid conference will happen on May 8, 2024 Wednesday, 9:00AM (Philippine Time) at Room 503 5th floor, DPWH Central Office, Bonifacio Drive, Port Area, Manila.
8) Deliver your bid: a. to the address: 5th Floor, Multipurpose Hall, DPWH Central Office, Bonifacio Drive, Port Area, Manila b. on or before the deadline of May 29, 2024 Wednesday at 10:00AM (Philippine Time); and c. together with a Bid Security or Bid-Securing Declaration.
Electronic Submission is not applicable. Late bids will be rejected.
Bids will be opened promptly after the deadline for bid submission in the presence of Bidders’ representatives who choose to attend.
9) When comparing Bids, ADB’s Domestic Preference Scheme will not be applied in accordance with the provisions stipulated in the Bidding Document.
The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that any software provided is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future Bank-financed procurement.
