The Republic of the Philippines has received/applied for financing from the Asian Development Bank (ADB) in joint co-financing with the Asian Infrastructure Investment Bank (AIIB) towards the cost of Bataan-Cavite Interlink Bridge (BCIB) Project. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from all countries, with exceptions specified in the Bidding Document.
The Department of Public Works and Highways (“the Employer”) invites sealed bids from eligible Bidders for the construction and completion of Contract Package 2 - Construction of Cavite Land Approach within Seven Hundred Thirty (730) calendar days [24 months] from the commencement date of the Works.

Total Length of 3,554.539 meters of Mainline Highway (with Total of Six (6) Bridge Structures consisting of Interchange Bridge, Viaduct, Underpasses, and MSE Wall) with Slip Roads and Interchange Loops
Construction and completion of Cavite Land Approach composed of Trumpet Interchange; Road Embankment; Base, Subbase, and Surface Course; Drainages; Side Slope Berms; Slope Protection
The following are the total six (6) bridge and viaduct structures to be constructed:
“Cavite Land Viaduct of L=82.105 m (PSC AASHTO Girder)”, “MSE Wall of L=224.52 m”, Timalan-Balsahan Underpass of L=12.08 m (Box Underpass/RCDG) with U-Wall approach structure”, “Tramo Underpass 1 of L=11.672 m (Box Underpass/Box Culvert)”, “Tramo Underpass 2 of L=10.70 m (Box Underpass/Box Culvert)”, and “Antero Soriano Interchange Bridge of L=50 m (PSC AASHTO Girder)”.

Defects Liability Period/Defects Notification Period: 365 days
Open Competitive Bidding will be conducted in accordance with ADB’s Single-Stage: Two-Envelope procedure and is open to eligible Bidders as described in the Bidding Document.
Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding.

Bidder must have an Average Annual Construction Turnover for the last three (3) years of at least PhP2.93 Billion.
Bidder must demonstrate that its Financial Resources less Current Contract Commitments meet or exceed PhP1.46 Billion
At least one (1) similar contract completed within the last ten (10) years where the value of the Bidder’s participation exceeds PhP3.12 Billion.
The similarity of the Bidder’s participation shall be based on:
Road construction with earthwork volume of 200,000 m3 and 100,000 m2 of Hot Mix Asphalt (HMA) / Polymer Modified Bitumen (PMB) concrete asphalt surfacing.
PSCG Bridge on Bored Piles with a minimum cumulative bridge length of 400 m.

To purchase the bidding documents in English, eligible bidders should
write to address above requesting the Bidding Documents for Bataan-Cavite Interlink Bridge (BCIB) Project, Contract Package 2 (CP2) - Construction of Cavite Land Approach
pay a nonrefundable fee of Philippines Pesos Seventy-five Thousand (PhP 75,000) or equivalent in a freely convertible currency by either (a) cashier’s check payable to the Department of Public Works and Highways or (b) direct deposit to a specified account number (to be provided upon request).
pay the corresponding shipping charges for opting delivery of bidding documents through courier.
The bidding documents may also be downloaded from the website of the Philippine Government Electronic Procurement System (PhilGEPS) at http://www.philgeps.gov.ph and the website of the DPWH at http://dpwh.gov.ph provided that upon submission of their bids, the Bidders shall pay the applicable fees.
A pre-bid meeting shall take place on 16 April 2024 at 9:00 AM (Philippine Time) at Department of Public Works and Highways, 5th Floor, Multipurpose Hall, Bonifacio Drive, Port Area, Manila, Philippines.
It will also be conducted through ZOOM (Meeting ID: 895 8145 7927) and Passcode: 428401) and Facebook livestream: https://www.youtube.com/@DPWH.CO.CivilWorks, which shall be open to prospective bidders.
Deliver your bid

on or before the deadline 07 May 2024 at 10:00 AM (Philippine Time)
together with a Bid Security as described in the Bidding Document.
Electronic Submission is not applicable.
Bids will be opened immediately after the deadline for bid submission in the presence of Bidders’ representatives who choose to attend.

Domestic preference shall not apply.
The Department of Public Works of Highways (DPWH) reserves the right to reject any and all bids, to annul the bidding process or declare a failure of bidding, or not award the contract at any time prior to contract award without thereby incurring any liability to the affected bidder or bidders. In case of annulment, all Bids submitted and specifically, bid securities, shall be promptly returned to the Bidders.
