Description

1. The Department of Transportation (DOTr), through the General Appropriations Act of CY 2025 - Locally Funded Projects intends to apply the sum Two Hundred Sixty-Four Million Six Hundred Nineteen Thousand Six Hundred Seventy-One Pesos and Ninety-Seven Centavos (Php264,619,671.97) being the Approved Budget for the Contract (ABC) to payments under the contract for Virac Airport Development Project (Site Development for Building Area, Construction of Control Tower Building, Power House, Cistern Tank and Pump House, Extension of Runway, Construction of Turning Pad, and Construction of Perimeter Fence). Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The DOTr now invites bids for the above Procurement Project. Completion of the Works is required for seven hundred twenty (720) calendar days, inclusive of pre-determined unworkable sixty (60) days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

4. Interested bidders may obtain further information from DOTr and inspect the Bidding Documents at the address given below from Monday to Friday, 7:00 AM to 4:00 PM.

5. A complete set of Bidding Documents may be acquired by interested bidders from 05 July 2025 until 10:00 AM of 28 July 2025 from the address and websites below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of fifty thousand pesos (Php50,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person, or through electronic means. The bidder’s authorized representative shall present a government-issued ID and shall submit a duly signed authorization letter with a copy of a government-issued ID of the one who issued the authorization.

The Bidding Documents may be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (www.philgeps.gov.ph) and the website of the DOTr (www.dotr.gov.ph), provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of bids.

6. The site inspection shall be conducted from 08 to 22 July 2025. The assigned Project Officer or Project-in-Charge of the DOTr Project Management Service, as indicated in BDS Clause 3, shall issue the corresponding certificate after the site inspection.

7. The DOTr will hold a Pre-Bid Conference on 14 July 2025, 10:30 AM at the Conference Room, Unit 167, 16th Floor, The Columbia Tower, Ortigas Avenue, Barangay Wack-Wack, Mandaluyong City. The Pre-Bid Conference can also be viewed via Facebook Live at DOTr’s Official Facebook Page at Department of Transportation-Philippines (@DOTrPH).

8. Bids must be duly received by the BAC Secretariat through manual submission at the office address as indicated below on or before 10:00 AM on 28 July 2025. Late bids shall not be accepted.

9. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 15.

10. Bid opening shall be on 28 July 2025, 10:00 AM at the Conference Room, Unit 167, 16th floor, The Columbia Tower, Ortigas Avenue, Barangay Wack-Wack, Mandaluyong City. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity, provided that an Authorization Letter shall be submitted to the BAC on or before the scheduled opening of bids.

11. The DOTr reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
