Brief Description of Works: Construction of Sucat to Alabang Section (Sta. 4+160.000 to Sta. 8+525.530), Stage 1.

Total project length of 10.05 km consisting of 4.37 km mainline length from Sucat to Alabang and two (2) interchanges in Sucat and Alabang with a combined length of 5.68 km composed of slip roads, ramps, and roundabouts.

Loan/Credit No.: KEDCF Loan No. PHL-27: Laguna Lakeshore Road Network Project (LLRN)

1. The Government of the Republic of the Philippines has received a Loan from the Export-Import Bank of Korea from the resources of the Economic Development Cooperation Fund (EDCF) of the Republic of Korea in the amount of USD 905,256,000.00 toward the cost of Laguna Lakeshore Road Network Project - Phase I, Stage 1 intends to apply a portion of the proceeds of this loan to payments under the contract for Contract ID No. 24Z00012, Contract Package 1B: Sucat - Alabang Section (Sta. 4+160.000 to Sta. 8+525.530), Stage 1, Laguna Lakeshore Road Network Project - Phase I under KEDCF Loan No. PHL-27.

2. The Project Executing Agency now invites sealed bids from eligible bidders for:
• Contract ID No.: 24Z00012
• Contract Title: Contract Package 1B: Sucat – Alabang Section (Sta. 4+160.000 to Sta. 8+525.530), Stage 1, Laguna Lakeshore Road Network (LLRN) Project – Phase I
• Scope of Works: Construction of Sucat to Alabang Section composed of Trumpet Type and Grade Separated Interchanges; Road Embankment; Base, Subbase, and Surface Course; Drainages; Side Slope Berms; Slope Protection.

The project encompasses a total length of 10.05 km, including the following key structures and components:

• The Mainline Highway spans 4.37 km and comprises: Two (2) Bridges/ Viaduct with a total length of 3.61 km (3.00 km and 0.61 km) and an embankment section of 0.76 km.
• Sucat Interchange has a total length of 3.00 km including: 1.01 km of Slip Road and 1.99 km of four (4) ramps measuring 0.45 km, 0.56 km, 0.38 km and 0.6 km, respectively.
• Alabang Interchange has a total length of 2.68 km comprising of: 0.91 km slip road, 1.48 km of four (4) ramps measuring 0.52 km, 0.48 km, 0.24 km and 0.24 km, respectively and a 0.29 km roundabout.

3. Bidding will be conducted through Competitive Bidding (CB) specified in the Guideline for Procurement under EDCF Loans and is open to all eligible bidders that meet the following minimum qualification criteria.

Minimum Financial Requirement:
• Average Annual Construction Turnover: Bidder must have an Average Annual Construction Turnover for the last three (3) years (2022, 2023 and 2024) of at least USD 262.86 Million.
• Financial Resources: Bidder must demonstrate that its Financial Resources less Current Contract Commitments meet or exceed USD 43.75 Million.

Construction Experience:
• Construction Experience – Contracts of Similar Size and Nature: Participation as a Contractor, Joint Venture partner, or Subcontractor, in at least one (1) contract that has been successfully and/or substantially completed within the last ten (10) years and that is similar to the proposed works as indicated below:
Road and Bridge construction with classification equivalent to a Highway, National Primary Road or Expressway; and where the value of the bidder’s participation exceeds USD 341.07 Million.
• Key Activities: Bored Concrete Pile in bridge or similar construction completed in any one year of total length of 9,500 linear meters.
Ground Improvement by Deep Soil Mixing or similar method, completed in any one (1) year of total length of 40,000 linear meters.
The qualification criteria are more completely described in Section 3 of the Bidding Documents.

5. A complete set of bidding documents may be purchased by any interested Bidders on the submission of a written application to the address below (2) and upon payment of a nonrefundable fee of Philippines Pesos Seventy-five Thousand (PhP75,000) or equivalent in a freely convertible currency. The method of payment will be by either (a) cashier’s check payable to the Department of Public Works and Highways or (b) direct deposit to a specified account number (to be provided upon request). The document may be sent by courier for an additional fee of PhP5,000 ($100) for domestic delivery. No liability will be accepted for loss or late delivery.

The bidding documents may also be downloaded from the websites of the Philippine Government Electronic Procurement System (PhilGEPS) at http://www/philgeps.gov.ph and the website of DPWH at http://dpwh.gov.ph, provided that the bidders shall pay the applicable fees before the submission of their bids.

6. Bids must be delivered to the address below (3) at or before 07 October 2025, 10:00AM (Local Time). All bids must be accompanied by a bid security of Seven Million Eight Hundred Sixty Thousand Dollars (USD 7,860,000.00). Late bids shall be rejected. Bids will be opened in the presence of the Bidder’s representatives who choose to attend at the address below (3) at 10:00AM (Local Time), 07 October 2025.

It will also be conducted through ZOOM (Meeting ID: 837 9290 4847 and Passcode: 184176) and live-streamed on YouTube: https://www.youtube.com/@DPWH.CO.CivilWorks, which shall be open to prospective bidders.

The Department of Public Works and Highways will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
