Description
1. The Presidential Commission on Good Government (PCGG) through the General Appropriations Act for FY 2024 intends to apply the sum of THREE MILLION FIVE HUNDRED FIFTY SEVEN THOUSAND AND SIXTEEN PESOS (P3,557,016.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Procurement of One (1) Lot of Consulting Services for the Appraisal of various paintings, artworks, other artistic items, and old furniture under the custody and supervision of the Presidential Commission on Good Government (PCGG):

a. Sto. Niň0 Shrine (SNS) Collection-consists of One Hundred Fifty-Two (152) pieces of Malang Paintings, Manalad Sketches, Station of the Cross, Russian Icons, and Italian Mosaics.

b. UP Vargas Museum (UPVM) Collection-consists of Five Hundred Twenty-Six (526) pieces of Russian Lacquerwares, Yugoslavian Naifs, Old Italian Masters, Italian Mosaics, and Russian Icons.

c. “IRC Artworks”- consists of One Hundred Twenty-Three (123) pieces of paintings, statues, jars, framed wood carvings, wood carvings, tapestries, lithographs, Lalique glass round table, piano, etc. turned over by Independent Realty Corporation (IRC) to the Republic of the Philippines/PCGG.

d. TDFS Paintings- comprises Nine (9) sequestered paintings of the defunct Tourist Duty Free Shop, created by various artists.
2. The PCGG now calls for the submission of eligibility documents for this project, which must be received by the BAC Secretariat c/o Atty. Francis James T. Rivera on or before April 28, 2025 until 5:00 p.m. at 22nd Floor JMT Corporate Condominium, 27 ADB Avenue, Ortigas Center, Pasig City. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.
Interested consultants must submit its Expression of Interest and register its email address to the BAC Secretariat at francis.james.rivera@pcgg.gov.ph.
3. A complete set of Bidding Documents may be acquired by interested Bidders who are Shortlisted from 9:00 A.M. to 5:00 P.M., Monday to Friday from the address below and upon payment of an applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos Only (PHP5,000.00).

It may also be downloaded free of charge from the websites of the Philippine Government Electronic Procurement System (PhilGEPS) (https://www.philgeps.gov.ph) and PCGG (https://www.pcgg.gov.ph), provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

4. The BAC shall draw up the short list of consultants from those who have submitted Expression of Interest, including the Eligibility Documents, and have been determined as eligible in accordance with the provisions of RA 12009 otherwise known as the New Government Procurement Reform Act, and its Implementing Rules and Regulations (IRR). The short list shall consist of at least three (3) and maximum of five (5) prospective bidders who will be entitled to submit bids. The criteria and rating system for short listing are:

5. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR of RA 12009.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

6. PCGG shall evaluate bids using the Quality Cost-Based Evaluation/Selection (QCBE/QBS) procedure. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.

7. The contract shall be completed within the period that the parties may agree during negotiations; provided, it shall not be later than 15 September 2025.

8. PCGG reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of RA RA 12009 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
