REQUEST FOR EXPRESSION OF INTEREST
for PHASE 2: DEVELOPMENT OF THE ELECTRONIC COMPLAINT MANAGEMENT SYSTEM (E-CMS)
Public Bidding No. 2024-07-012
The Anti-Red Tape Authority (ARTA) under the GAA CY 2024 intends to apply the sum of Two Million Pesos (P2,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the PHASE 2: DEVELOPMENT OF THE ELECTRONIC COMPLAINT MANAGEMENT SYSTEM (E-CMS) under Public Bidding No. 2024-07-012. Bids received in excess of ABC shall be automatically rejected at the opening of the financial proposals.
The Anti-Red Tape Authority (ARTA) now calls for the submission of eligibility documents for the said project.

Opening of Bids Immediately after the deadline for submission of Bids
The Preliminary Meeting/ Conference to discuss the terms and conditions under the REI on Interested consultants must submit their eligibility documents at 5th Floor, NFA Building, NFA Compound, Visayas Avenue, Vasra, Quezon City. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.
The BAC shall draw up the short list of consultants from those who have submitted eligibility documents/Expression of Interest and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its 2016 Revised Implementing Rules and Regulations (RIRR). The short list shall consist of maximum of five (5) prospective bidders who will be entitled to submit bids. The criteria and rating system for short listing are:
a. Applicable Experience of the Firm; (40%)
b. Qualification of personnel who may be assigned to the job vis-à-vis extent and complexity of the undertaking (50%); and
c. Current workload relative to capacity (10%).
The firm must garner a minimum rating of 70.00% to be shortlisted.
Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the RIRR of RA 9184.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives and partnerships of organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
The Procuring Entity shall evaluate bids using the Quality Cost Based Evaluation/Selection (QCBE/QCBS) procedure. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.
The contract shall be completed One Hundred Fifty (150) calendar days from the effective date indicated in the Notice to Proceed.
The Anti-Red Tape Authority (ARTA) reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
