Bridge No.3: Kabayani St. – Matandang Balara Bridge

1. The Republic of the Philippines has received financing from the Asian Development Bank (ADB) toward the cost of Metro Manila Bridges Project (MMBP). Part of this financing will be used for payments under the Contract named above.
Bidding is open to Bidders from eligible source countries of ADB.
2. The Department of Public Works and Highways (“the Employer”) invites sealed bids from eligible bidders for the construction and completion of the following contract package (“the Works):

Bridge No.3: Kabayani St. – Matandang Balara Bridge Construction and completion of the four-lane bridge and road in Kabayani St. – Matandang Balara etc. with a total length of 726.3m consisting of “114.0m of Main Bridge (Extradosed)”, “240.8m of Approach Bridges (PSC Box)”, “130.7m of MSE Wall Ramp”, “47.6m of Stub Wall Ramp’ and “193.2m of Concrete Pavement At-grade Road”. Construction:
36 Months
Defect Liability Period:
12 Months
3. Open competitive bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope without Prequalification procedure and is open to all Bidders from eligible countries as described in the Bidding Document.
4. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding.

Financial Standing Average Annual Construction Turnover Bidder must have Average Annual Turnover for the last three (3) years (2021 to 2023) of Over USD34.48Million [Item 2.3.2]
Available Financial Resources Bidder must have minimum available finances, less its obligations for its current contract commitments, equivalent to USD6.09Million [Item 2.3.3]
Experience Contracts of Similar Value In the past ten years have substantially completed at least one project of over USD34.48Million [Item 2.4.1] similar to the project
Specific Experience Bored Concrete Pile Bidder must demonstrate he has experience of constructing concrete bored piling works with minimum length of 20.0 meters
Pre-stressed Concrete Box Girder Bridge Bidder must have experience of constructing extradosed bridge with a minimum span length of 92 meters
Voided Slab Bridge or Prestressed Concrete Slab Bridge Bidder must have experience of constructing pre-stressed concrete box girder bridge with a minimum span length of 40 meters and total length of 193 meters.

6. To purchase the bidding documents in English, eligible bidders should
• write to address above requesting the Bidding Documents for Metro Manila Bridges Project, Bridge No.3: Kabayani St. – Matandang Balara Bridge under Asian Development Bank (ADB) Loan No: 4168 - PHI
• pay a nonrefundable fee of Philippines Pesos Seventy-five Thousand (Php 75,000) or equivalent in a freely convertible currency by either (a) cashier’s check payable to the Department of Public Works and Highways or (b) direct deposit to a specified account number (to be provided upon request).
7. A pre-bid meeting shall take place on August 13, 2024 at 9:00am (Philippine time) at Department of Public Works and Highways, 5th Floor, Multipurpose Hall, Bonifacio Drive, Port Area, Manila, Philippines.
8. It will also be conducted through ZOOM (Meeting ID:893 5231 2800 and Passcode:540049) and live-streamed at Youtube: https://www.youtube.com/@DPWH.CO.CivilWorks, which shall be open to prospective bidders.
9. Deliver your bid

• together with a Bid Security as described in the Bidding Document.
Electronic Submission is not applicable.
Bids will be opened promptly after the deadline for bid submission in the presence of Bidders’ representatives who choose to attend.
