INVITATION TO BID

The Nueva Ecija University of Science and Technology (NEUST) through the Bids and Awards Committee (BAC), hereby invites all interested entities registered with the Philippine Government Electronic Procurement System (PhilGEPS) to bid for the hereunder project, subject to the General Conditions stated herein.

Generator: 6.5 kVA maximum (operated at a nominal 2 kVA), 0.8 pf, four-pole, three-phase salient pole a.c. generator. 50 Hz, 1500 rev.min–1 and 60 Hz, 1800 rev.min–1. Automatic voltage regulator (AVR) or manually excited.

Prime mover: 7.5 kW, four-pole, three-phase induction motor. Includes a shaft encoder and cooling fan. Driven by a four-quadrant a.c. vector drive.

• Multi-function meter for a.c. measurements (voltage, current, power factor, power, VAr and VA)

• Synchroscope and three lamps
• Incoming running voltage and frequency

Protection Relay: Generator Protection Relay with under and over frequency protection, and overcurrent and overvoltage protection.

The prime mover and generator set is two coupled machines mounted on a common bedplate in the base of the console. Manual or automatic voltage regulation (AVR) excitation controls the output voltage of the generator. When the generator is in overrun mode, resistors dissipate the reverse power. A vector drive controls the speed of the prime mover and allows investigations into load fl ow in positive and negative directions. An integral shaft encoder allows load angle analysis.

The user may synchronise the generator output to the grid supply using a synchroscope. They may also use the set of three coloured lamps

The control and protection circuits work when the generator is unsynchronised and synchronised to the mains electrical supply. When the generator is synchronised, the user can operate a variable quadrature droop for reactive power regulation

For protection tests, the protection relay connects to the test circuits through current transformers (CTs) and a voltage transformer (VT).

Includes Oscilloscope:
A dual trace 50 MHz oscilloscope complete with leads and probes.
Include Modular power system hub:
Key Features
• Allows easy connection of power and test circuits between each of the Modular Power System units
• Links the emergency stop switches of each of the Modular Power System units for improved laboratory safety
• Needs only one electrical supply cable for the whole Modular Power System
• Includes multicore cables for simple and tidy arrangement

The hub links the emergency stop buttons of each connected module to give better safety in the laboratory. The user can select from a choice of two emergency stop settings:
• One setting stops the power to only the affected module of the Modular Power System, leaving the others still powered.
• The other setting stops the power to all modules of the Modular Power System. The emergency stop setting switch is a keyswitch to prevent unauthorised use.
Include 3pcs long connection cable

Additional Requirements
1. On-site installation and testing
2. Five (5) days rigid training for faculty and laboratory technicians

Bidder additional Requirements:

1. Bidder should provide continuous free re-training during warranty period
2. Bidder should provide 1 (one) year warranty period on parts and labor
3. Bidder should submit at least 7 Service Performance Certificate from various client from year 2019-2021
4. Bidder should submit 100% credit line certificate equivalent to Approved Budget Ceiling

GENERAL CONDITIONS:

All particulars to the Eligibility Statement and Screening, Bid Security, Performance Security, Pre-bidding Conference, Evaluation of Bids, Post Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulations.

Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or business organizations with at least sixty percent (60%) interest or ownership of at least 60% of the outstanding capital stock belonging to citizens of the Philippines, and to citizens or business organizations of a country where the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.

A complete set of Bidding Documents may be acquired by interested Bidders from April 24, 2023 - May 8, 2023 upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders pay the applicable fee for the Bidding Documents not later than the deadline for submission of bids.

Bids must be duly received by the BAC Secretariat at the address below on or before May 8, 2023, 3:00 PM. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in the PBD. Late bids shall not be accepted.

On the last day for the submission of bids and no prospective bidder/s submitted its bid documents or only one (1) bid was submitted for the above-mentioned project, the same is deemed extended until May 15, 2023, 3:00 PM. This is to protect the interest of the University and full opportunity for a competitive bidding may be achieved;

The University likewise reserves the right to cause extension or postponement of the filing of bids should similar situation arises.

Bid opening shall be on May 9, 2023, 9:00 AM at BAC Conference Room, Gen. Tinio (St.) Campus, Cabanatuan City unless extended. Bids will be opened in the presence of the bidder or his/her/its duly authorized representative/s. Failure to attend during the opening of bids shall be considered a waiver on the part of the bidder who likewise waives his/her/its right to raise questions during the bidding procedures.

The Nueva Ecija University of Science and Technology reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
