II Manpower Requirements The supplier shall have a manpower that is properly and fully qualified to perform the class of work provided therein, and that all are authorized, properly trained, equipped, organized, and financed to perform such work. III Support Services Requirements It is essential that the suppliers maintain local parts and service facility. The suppliers must carry sufficient inventory to cover parts and services within one (1) week. IV Standard of Workmanship, Materials and Performance The one (1) unit Brand New Motor Vehicle must be brand new, free from defects, and must be in accordance with the technical specifications. ₱2,100,000.00 ₱5,000.00 3. Contract duration shall be Sixty (60) Calendar Days upon receipt of the Notice to Proceed. Bidders should have completed from the date of submission and receipt of bids, a contract similar to the Project, equivalent to at least fifty percent (50%) of the ABC. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 4. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184, otherwise known as the “Government Procurement Reform Act”. 5. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. Interested bidders should be enrolled in the Electronic Filling and Payment System (eFPS) program of the Bureau of Internal Revenue (BIR), pursuant to Executive Order No. 398, RR3-2005, and must be registered under the Philippine Government Electronic Procurement System (PhilGEPS). 6. Prospective Bidders may obtain further information from DENR-PENRO AKLAN BAC SECRETARIAT and inspect the Bidding Documents at the address given below during Mondays to Fridays from 8:00 AM to 5:00 PM. 7. A complete set of Bidding Documents may be acquired by interested Bidders from March 10, 2023 (Friday) to April 3, 2023 (Monday) at 11:00 AM from the given address and website(s) below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB (GPPB Resolution 04-2012 dated 24 February 2012), in the amount of FIVE THOUSAND PESOS ONLY (₱5,000.00). The bidder is allowed to present its proof of payment for the fees through electronic means.
