Description   Invitation to Bid 1. The Zamboanga City Special Economic Zone Authority and Freeport (ZAMBOECOZONE and Freeport Authority), through the General Appropriations Act (GAA) C.Y. 2023 intends to apply the sum of Seven Million Two Hundred Ninety Seven Thousand Seven Hundred Sixty Two Pesos and 71/100 (Php 7,297,762.71) being the Approved Budget for the Contract (ABC) to payments under the contract for Two (2) Lots Supply and Installation of 60 kWp Grid Tie Solar Power System at 1st Industrial Park with Purchase Request(PR) No. 011-11-2022. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The ZAMBOECOZONE and Freeport Authority now invites bids for the above Procurement Project. Completion of the Works is required within Ninety (90) Calendar Days and upon receipt of Notice to Proceed. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. 4. Interested bidders may obtain further information from ZAMBOECOZONE Authority Bids and Awards Committee (BAC) Secretariat and inspect the Bidding Documents at the 1st Floor, ZAMBOECOZONE Administration Building, 1st Industrial Park, San Ramon, Talisayan, Zamboanga City, during office hours (8:00 AM – 5:00 PM). 5. A complete set of Bidding Documents may be acquired by interested bidders on February 8, 2023 – February 28, 2023 at the 1st Floor, ZAMBOECOZONE Administration Building, First Industrial Park, San Ramon, Talisayan, Zamboanga City, during office hours (8:00 AM – 4:00 PM) and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Ten Thousand Pesos (Php 10,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees either in person, by facsimile, or through electronic means. The ZAMBOECOZONE and Freeport Authority will hold a Pre-Bid Conference on February 16, 2023,Thursday at 9:00 AM, 3rd Floor, Audio Visual Room, ZAMBOECOZONE Administration Building, 1st Industrial Park, San Ramon, Talisayan, Zamboanga City, which shall be open to all prospective bidders. In compliance to Anti COVID-19 Health protocol guidelines, the number of representatives per prospective bidder shall be limited to two (2) persons with mask. 7. Bids must be duly received by the BAC Secretariat through manual submission at the Reception Lounge, Ground Floor, ZAMBOECOZONE Administration Building, 1st Industrial Park, San Ramon, Talisayan, Zamboanga City on or before February 28, 2023, Tuesday, 9:00 AM. Late bids shall not be accepted. 8. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 15. 9. Bids will be opened on February 28, 2023, Tuesday at 9:00 AM, 3rd Floor, Audio Visual Room, ZAMBOECOZONE Administration Building, 1st Industrial Park, San Ramon, Talisayan, Zamboanga City in the presence of the bidders’ representatives who choose to attend the activity . In compliance to Anti COVID-19 Health protocol guidelines, the number of representative per prospective bidder during the opening of bids shall be limited to One (1) person with mask. 10. All bids shall be accompanied by a sworn affidavit of the bidder that they are not related to the Head of the Procuring Entity, members of the BAC, the TWG, and the BAC Secretariat, the head of the PMO or the end-user unit, the project consultant, by consanguinity or affinity up to the third civil degree (GPPB Circular No. 04-2020). Failure to comply with the aforementioned provision shall be a ground for the automatic disqualification of the bid in consonance with Section 30 of the 2016 Revised IRR of R.A. 9184. Failure to disclose and intentional concealment of this fact will warrant the Authority to blacklist the bidder. All bids shall be accompanied by a Photocopy of the original Certification of Construction Occupational Safety and Health Standards by the Department of Labor and Employment or any of its accredited training institution. Construction projects shall have a safety engineer. Attach proof of Training/ Certification of the company and/or the engineer. 11. The ZAMBOECOZONE and Freeport Authority reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 12.
