Description   Request for Quotation Negotiated Procurement due to Two Failed Biddings of the Contract One (1) Lot Land Development Phase III at 2nd Industrial Park 1. The Zamboanga City Special Economic Zone Authority and Freeport (ZAMBOECOZONE and Freeport Authority), through the General Approriations Act (GAA) C.Y. 2022 intends to apply the sum of Twenty Four Million One Hundred Forty Thousand Two Hundred Thirty Eight Pesos and 29/100 (Php 24,140,238.29) being the Approved Budget for the Contract (ABC) to payments under the contract for One (1) Lot Land Development Phase III at 2nd Industrial Park with Purchase Request(PR) No. 006-06-2022. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The ZAMBOECOZONE and Freeport Authority now invites bids for the above Procurement Project. Completion of the Works is required within Two Hundred Ten (210) Calendar Days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. The ZAMBOECOZONE and Freeport Authority will hold a Discussion/ Clarificatory meeting on February 8, 2023, Wednesday, 9:30 AM at 3rd Floor, Audio Visual Room(AVR), ZAMBOECOZONE Administration Building, First Industrial Park, San Ramon, Talisayan, Zamboanga City, which shall be open to all invited contractors and those who responded in the PhilGeps posting. In compliance to Anti COVID-19 Health protocol guidelines, the number of representatives shall be limited to two (2) persons with mask. 4. All quotation shall be submitted not later than 11:00 AM, February 13, 2023, Monday, through the BAC Secretariat at the Audio-Visual Room, Third Floor, ZAMBOECOZONE Administration Building, First Industrial Park, San Ramon, Talisayan, Zamboanga City. 5. All quotations must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 6. All quotations shall be accompanied by a sworn affidavit of the bidder that they are not related to the Head of the Procuring Entity, members of the BAC, the TWG, and the BAC Secretariat, the head of the PMO or the end-user unit, the project consultant, by consanguinity or affinity up to the third civil degree (GPPB Circular No. 04-2020). Failure to comply with the aforementioned provision shall be a ground for the automatic disqualification of the bid in consonance with Section 30 of the 2016 Revised IRR of R.A. 9184. Failure to disclose and intentional concealment of this fact will warrant the Authority to blacklist the bidder. 7. The ZAMBOECOZONE and Freeport Authority reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 8.
