INVITATION TO BID FOR THE SUPPLY AND DELIVERY OF MOTOR VEHICLES (PASSENGER VAN AND MULTI PURPOSE VEHICLE) (PBGOODS-22-005)
1. The Philippine Reclamation Authority (PRA), through its Approved Corporate Operating Budget for 2022, intends to apply the sum of Five Million Pesos (₱5,000,000.00), being the total Approved Budget for the Contract (ABC) for the procurement of each Lot, as follows:
Lot 1 2 units Passenger Van, Three Million Five Hundred Thousand Pesos (₱3,500,000.00)
Lot 2 1 unit Multi Purpose Vehicle, One Million Five Hundred Thousand Pesos (₱1,500,000.00)
Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. The PRA now invites bids for the Supply and Delivery of Motor Vehicles (Passenger Van and Multi Purpose Vehicle). Delivery of the Goods, as indicated in the Schedule of Requirements, are required within thirty (30) calendar days upon receipt of the Notice to Proceed. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).
3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.
4. Interested bidders may obtain further information from PRA and inspect the Bidding Documents at the address given below from Monday to Friday, 8:00 AM to 4:00 PM except holidays.
5. A complete set of Bidding Documents may be acquired by interested Bidders from December 28, 2022 to January 25, 2023 during office hours between 8:00 AM to 4 PM, Mondays to Fridays, except holidays, and on January 26, 2023 until 8:30 AM, from the given address below upon payment of the applicable fee in the amount of Five Thousand Pesos (₱5,000.00) for Lot 1 and Two Thousand Pesos (₱2,000.00) for Lot 2 pursuant to the latest Guidelines issued by the GPPB.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of PRA, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
6. The PRA will hold a Pre-Bid Conference on January 13, 2022 at 9:30 AM at the PRA Conference Room, Building 4A PNOC Compound, Energy Center, Rizal Drive, Bonifacio Global City, Fort Bonifacio, Taguig City, which shall be open to prospective bidders. 7. Bids must be duly received by the BAC Secretariat at the Reception Area of Building 3 PNOC Compound, Energy Center, Rizal Drive, Bonifacio Global City, Fort Bonifacio, Taguig City, on or before 9:00 AM, January 26, 2023. Late bids shall not be accepted. Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.
Bid opening shall be at 9:30 AM on January 26, 2023 at the PRA Conference Room, Building 4A PNOC Compound, Energy Center, Rizal Drive, Bonifacio Global City, Fort Bonifacio, Taguig City. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.
8. The PRA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA No. 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
