Invitation to Bid for
PROPOSED PRA OFFICE RENOVATION
(PBINFRA-22-001)

1. The Philippine Reclamation Authority (PRA), through the Corporate Operating Budget (COB) for CY 2022 intends to apply the sum of SIXTY-ONE MILLION TWO HUNDRED TWENTY THOUSAND EIGHT HUNDRED FORTY-NINE and 98/100 Philippine Pesos (₱61,220,849.98) being the Approved Budget for the Contract (ABC) to payments under the contract for the Procurement of Infrastructure Project for the Proposed PRA Office Renovation (PBINFRA-22-001). Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The PRA now invites bids for the above Procurement Project. Completion of the Works is required ONE HUNDRED SEVENTY-FIVE CALENDAR DAYS (175 c.d.). Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

4. Prospective Bidders may obtain further information from the BAC Secretariat and inspect the Bidding Documents at the address given below, from 8:00 AM to 4:00 PM, Mondays to Fridays, except holidays.

5. A complete set of Bidding Documents may be acquired by interested bidders from July 22 to August 22, 2022 between 8:00 AM to 4:00 PM, Mondays to Fridays, except holidays, and on August 23, 2022, from 8:00 AM to 11:30 AM, from the given address below and upon payment of the applicable fee for the Bidding documents, pursuant to the latest guidelines issued by the GPPB, in the amount of Twenty-Six Thousand Pesos (₱26,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees by providing a printed copy of the official receipt, or sending a scanned copy to bac@pea.gov.ph.

The Bidding Documents may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the PRA, provided that Bidders shall pay the non-refundable fee for the Bidding Documents not later than the submission of their bids.

6. The PRA will hold a Pre-Bid Conference on August 10, 2022 at 9:00 AM at the PRA Conference Room, 6th Floor, Legaspi Towers 200, 107 Paseo de Roxas, Makati City, which shall be open to prospective bidders.

7. Bids must be duly received by the BAC Secretariat through manual submission at 6th Floor, Legaspi Towers 200, 107 Paseo de Roxas, Makati City on or before August 23, 2022, 12:00 NN. Late bids shall not be accepted.

8. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 15.

9. Bid opening shall be at 01:30 PM on August 23, 2022, at the PRA Conference Room, 6th Floor, Legaspi Towers 200, 107 Paseo de Roxas, Makati City. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

10. The PRA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
