INVITATION TO BID
The Nueva Ecija University of Science and Technology (NEUST) through its Bids and Awards Committee (BAC), invites entities to bid for the hereunder projects:
Name of Project: Supply Delivery and Installation of Airconditioning Units for College of Education Auditorium and Mini Convention Center Approved Budget for the Contract (ABC): P5,053,000.00 Location: NEUST Sumacab Campus, Cabanatuan City Contract Duration: 45 days Fund Source: Income (COED Auditorium) TF-IGP (Mini Convention Center) Bid Documents: 10,000.00

Note: 1. All with unit installation and restoration of damaged fixtures during installation including tapping of unit to source. 2. For inspection of installation to ensure proper location of water drain and copper tube length, including specification/brand. 3. Certificate of Site Inspection shall be required for the project. 4. Please see attached file for complete Specifications of the Airconditioning Units including Scope of Works.

Tinio (St.) Campus, Cabanatuan City (face to face) 6. Post Qualification May 25, 2022, 9:00AM (via Zoom)
All particulars to the Eligibility Statement and Screening, Bid Security, Performance Security, Pre-bidding Conference, Evaluation of Bids, Post Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulations.
Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or business organizations with at least sixty percent (60%) interest or ownership of at least 60% of the outstanding capital stock belonging to citizens of the Philippines, and to citizens or business organizations of a country where the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.
A complete set of Bidding Documents may be acquired by interested Bidders from May 11-23, 2022 upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
Bids must be duly received by the BAC Secretariat at the address below on or before May 23, 2022, 4:00 PM. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in the PBD. Late bids shall not be accepted.
On the last day for the submission of bids and no prospective bidder submitted bid documents in the above-mentioned project, the same is deemed extended until May 30, 2022, 4:00 PM;
Moreover, in the event that only one (1) bid was submitted, in order to protect the interest of the University to afford full opportunities for a competitive bidding may be achieved, the period for the submission of bids shall likewise be considered extended for five (7) calendar days or until May 30, 2022, 4:00 PM;
The University likewise reserves the right to cause extension or postponement of the filing of bids should similar situation arises.
Bid opening shall be on May 24, 2022, 9:00 AM at NEUST Conference Room, Gen. Tinio Street Campus, Cabanatuan City unless extended. Bids will be opened in the presence of the bidder or his/her/its duly authorized representative/s. Failure to attend during the opening of bids shall be considered a waiver on the part of the bidder who likewise waives his/her/its right to raise questions during the bidding procedures.
The Nueva Ecija University of Science and Technology reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
