Description   INVITATION TO BID PROCUREMENT OF GOODS FOR SPECIAL BIDS AND AWARD COMMITTEE (SBAC) USE 1. The Zamboanga City Special Economic Zone Authority and Freeport (ZAMBOECOZONE and Freeport Authority), through the General Appropriations Act (GAA) C.Y. 2017 intends to apply the sum of Two Million Six Hundred Sixty-Six Thousand One Hundred Pesos (Php 2,666,100.00) being the ABC to payments under the contract for Procurement of Goods for Special Bids and Awards Committee (SBAC) use per Purchase Request No. (PR No): 014-11-2021. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The ZAMBOECOZONE and Freeport Authority now invites bids for the above Procurement Project. Delivery of the Goods is required within 45 Working Days upon receipt of the Notice to Proceed. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4. Prospective Bidders may obtain further information from ZAMBOECOZONE Authority Bids and Awards Committee Secretariat and inspect the Bidding Documents at the 3rd Floor, ZAMBOECOZONE Administration Building, ZCSEZA 1, San Ramon, Talisayan, Zamboanga City, during office hours (8:00 AM – 3:00 PM). 5. A complete set of Bidding Documents may be acquired by interested Bidders on December 14, 2021 – January 3, 2021 and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (Php 5,000.00). It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids. 6. The ZAMBOECOZONE and Freeport will hold a Pre-Bid Conference on December 22, 2021, Wednesday, 9:30 AM at Ground Floor, Conference Room, ZAMBOECOZONE Administration Building, ZCSEZA 1, San Ramon, Talisayan, Zamboanga City and/or through video conferencing or webcasting, which shall be open to prospective bidders. In compliance to Anti COVID-19 Health protocol guidelines, the number of representatives per prospective bidder shall be limited to two (2) persons with mask and face shield. 7. Bids must be duly received by the BAC Secretariat through manual submission at the Reception Lounge, Ground Floor, ZAMBOECOZONE Administration Building, ZCSEZA 1, San Ramon, Talisayan, Zamboanga City on or before January 3, 2022, Monday, 9:30 AM. Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 9. Bid opening shall be on January 3, 2022, Monday, 9:30 AM at the Ground Floor, Conference Room, ZAMBOECOZONE Administration Building, ZCSEZA 1, San Ramon, Talisayan, Zamboanga City. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. In compliance to Anti COVID-19 Health protocol guidelines, the number of representative per prospective bidder shall be limited to One (1) person with mask and face shield. 9. All bids shall be accompanied by a sworn affidavit of the bidder that they are not related to the Head of the Procuring Entity, members of the BAC, the TWG, and the BAC Secretariat, the head of the PMO or the end-user unit, the project consultant, by consanguinity or affinity up to the third civil degree (GPPB Circular No. 04-2020). Failure to comply with the aforementioned provision shall be a ground for the automatic disqualification of the bid in consonance with Section 30 of the 2016 Revised IRR of R.A. 9184. Failure to disclose and intentional concealment of this fact will warrant the Authority to blacklist the bidder. 10. The ZAMBOECOZONE and Freeport reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 11.
