Invitation to Bid for

1. The Philippine Reclamation Authority (PRA), through the Corporate Operating Budget (COB) for CY 2021 intends to apply the sum of Fifty-Six Million Five Hundred Forty-Two Thousand Eight Hundred Fifty-Three and 76/100 Philippine Pesos (₱56,542,853.76) being the Approved Budget for the Contract (ABC) to payments under the contract for Proposed Renovation of PRA Offices (PBINFRA-21-001). Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The PRA now invites bids for the above Procurement Project. Completion of the Works is required One Hundred Seventy-Five calendar days (175 c.d.). Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

4. Interested bidders may obtain further information by writing and sending an email to and inspect the Bidding Documents at the address given below, from November 12 to December 15, 2021 during office hours between 8:00 AM to 3:00 PM, and on December 15, 2021, from 8:00 AM to 11:30 AM.

5. A complete set of Bidding Documents may be acquired by interested bidders from November 12 to December 15, 2021 during office hours between 8:00 AM to 3:00 PM, and on December 15, 2021, from 8:00 AM to 11:30 AM. from given address and website/s below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of fifty thousand pesos (₱50,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees by providing a printed copy of the official receipt, or sending a scanned copy to

The Bidding Documents may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the PRA, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6. The PRA will hold an Online Pre-Bid Conference on November 29, 2021, 9:00 AM through videoconferencing via Microsoft Teams platform, which shall be open to prospective bidders. Prospective bidders must register to this link to provide their name, representation, and contact details as traditionally required in physical meetings.

7. Bids must be duly received by the BAC Secretariat through manual submission at the office address as indicated below, on or before December 15, 2021, 12:00 NN. LATE BIDS SHALL NOT BE ACCEPTED.

Upon arrival at the building, please submit to the COVID-19 screening procedures of Legaspi Towers 200 Building Administration and inform the lobby guard that you are submitting a bid for the subject procurement. The guard shall then call the PRA BAC Secretariat and a member of the BAC Secretariat shall proceed to the lobby and personally receive your Bids before dropping the same in the Bid Box. Please wait for the PRA personnel and do not leave the documents with the lobby guard.

8. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 15.

9. Bid opening shall be on December 15, 2021, 1:30 PM and conducted via Online Video Conferencing through this using Microsoft Teams platform. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. Potential bidders who access the link shall be required to provide their name, representation, and contact details as traditionally required in physical meetings.

10. The PRA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
