TERMS AND REFERENCE FOR THE CONDUCT OF CADASTRAL LINE DELINEATION SURVEY ALONG DUNGON CREEK AND RECOVERY OF LEGAL EASEMENT
I. OBJECTIVES
The Cadastral Line Delineation Survey and the recovery of legal easement will give a clearer picture of the present state of the Dungon Creek that would serve as basis of the different National Government Agencies, City LGU and other stakeholders in the implementation of present and future developments and projects for its rehabilitation .
II. SCOPE OF WORKS
a. Conduct of Barangay Consultations with local communities along Dungon Creek with the City LGU and DENR PENRO ILOILO/ CENRO Guimbal about the Rehabilitation of Dungon Creek Project (Revival of Dungon Creek). b. Conduct research/ gather data of cadastral lots along Dungon Creek, but not limited to;
1. Titles 2. Approved Plans 3. Tax Declarations 4. Muniments of Title – other pieces of evidences or applicable documents to show proof of ownership
c. Conduct of parcellary/ actual survey d. Reconnaissance, recovery of project control points and establishment of traverse stations in the Cadastral Coordinate System of Dungon Creek. e. Setting of cadastral lot corners and lines with corresponding markings in the ground. f. Identification of accreted lands, eroded areas, establishment of legal easement , identification of encroachment, and tagging of illegal structures ( to include the type of structure, extent of encroachment, name of claimants and geotagged photos). g. Preparation and presentation of maps of initial findings to the Technical Committee created by DENR PENRO Iloilo through a Special Order to be composed of the following DENR-R6, EMB-R6, DPWH-R6, ICUPAO, NHA, City ENRO. h. Preparation of final output to include approved map/s in prescribed LMB Form ( in drafting film), Narrative Report/s with geotagged and duly captioned photos of all processes/activities conducted (public consultations, meetings, FGDs), and attributes identified in the ground, such as but not limited to structures, and markings of corners and lines. III. CONTRACT DURATION
The contract duration is 60 calendar days reckoned from the date of receipt of the Notice to Proceed.
IV. QUALIFICATIONS OF THE BIDDER/CONTRACTOR
a. Must be a Licensed Geodetic Engineer as per R.A. 8560 – An Act Regulating the Practice of Geodetic Engineering in the Philippines of 1998, as amended. b. Has no pending or abandoned survey contract with the DENR Region 6, DAR-R6 and Other Government Agencies. (Secure certification of no pending or abandoned survey). c. Has at least three (3) years experience in property surveying duly certified by the GEP. d. Have at least 2 units of Total Stations and a set of Real Time Kenimatics (RTK) receiver e. With legitimate surveying office and manpower component with defined duties and responsibilities.
V. REPORTS AND TIME SCHEDULE
a. Submission of Progress Report every Tuesday of the week to monitor the progress of the project for comments and review. b. Final submission of survey output to the DENR PENRO Iloilo, upon completion of the project.
VI. MODE OF PAYMENT
a. 15 % Mobilization Fund upon receipt of the Notice to Proceed b. 45 % upon submission and acceptance of Final Output c. 30 % upon approval of the Survey Plan d. 10 % Retention Fee to be released upon submission of ground verification and validation report as to the correctness of the final lay-out and conduct of technical inspection (Test Traverse) by the Surveys and Mapping Division (DENR SMD)
VII. SUMMARY OF EXPECTED OUTPUTS
1. Approved Map in prescribed LMB Form in accord with the activities as stipulated in Item II hereof, (Scope of Works) 2. Packaged Report with Narrative and Photo Documentation of all activities and processes conducted to accomplish the project.
