In any classroom, each student is unique in learning styles. Teaching effectively in such a diverse environment requires differentiated instruction which recognizes individual learning needs and adapts teaching methods to meet those needs. Differentiated instruction requires a curriculum flexible enough to adapt the presentation of information to the needs of diverse learners. • The system should handle time-consuming classroom administration tasks, such as issuing certificates and grading students. system frees teachers to focus on teaching, and to be better equipped in order to recognize and adapt to individual student needs. • The SYSTEM should expand teachers' capabilities to provide differentiated instruction in a trulystudent-focused classroom. • The company that supplies the SYSTEM will be able to include a fully integrated Synchronous tool for live lessons, by teachers to students in remote locations, via the internet. Such Synchronous tool will share the same students' data base of the main SYSTEM, and will be launched from within the SYSTEM. • The participating company (not through third party companies) will have the proven experience of developing and supplying of 3D simulation software packages in the field of Engineering and Technology. The SYSTEM supplied by the company will enable the launch of these 3D simulation software from within the E-Learning content, allowing the student the virtual practice of various engineering and technical concepts, while studying from within the E-Learning content. • The SYSTEM supplied will enable the launch of third party's software.

All particulars to the Eligibility Statement and Screening, Bid Security, Performance Security, Pre-bidding Conference, Evaluation of Bids, Post Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulations.
Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.
A complete set of Bidding Documents may be acquired by interested Bidders from October 19, 2021 – November 2, 2021 upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
Bids must be duly received by the BAC Secretariat at the address below on or before November 2, 2021 5:00 PM. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in the PBD.
Bid opening shall be on November 03, 2021, 10:30 AM at NEUST Conference Room, Gen. Tinio Street Campus, Cabanatuan City. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.
The Nueva Ecija University of Science and Technology reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
