1.The Government of the Philippines (GOP) has received a Loan from the World Bank toward the cost of Philippine Rural Development Project (PRDP), and it intends to apply part of the proceeds of this Loan to payments under the contract for Supply and Delivery of Ten (10) Heads Pregnant Dam (Holstein Jersey Cross).
2.The City Government of Tanauan, implementing partner of the Department of Agriculture, now invites bids for Supply and Delivery of Ten (10) Heads Pregnant Dam (Holstein Jersey Cross). Delivery of the Goods is required within 60 days upon issuance of Notice to Proceed. Bidders should have completed, within the last five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Sub-section 5, Section II. Instruction to Bidders and the corresponding World Bank Bid Data Sheet.
3.Bidding will be conducted in accordance with relevant procedures for open competitive bidding as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”, with some amendments, as stated in these Bidding Documents and is open to all Bidders from eligible source countries as defined in the applicable procurement guidelines of the World Bank. The contract shall be awarded to the Lowest Calculated Responsive Bidder (LCRB) who was determined as such during post-qualification. The Estimated Project Cost (EPC) for this project is One Million Six Hundred Thousand Pesos (Php1,600,000.00).
4.Interested bidders may obtain further information from the Bids and Awards Committee of the City Government of Tanauan and inspect the Bidding Documents at the address given below and also at the PRDP Regional Project Coordination Office with address at Lipa Agricultural Research and Extension Station, Brgy. Marawoy, Lipa City, Batangas and/or at PRDP Project Support Office (PSO) with address at 2nd Floor, DA-ITCAF Building, Department of Agriculture Compound, Elliptical Road, Quezon City from 8:30 A.M. to 5:00 P.M., Mondays to Fridays.
5.A complete set of Bidding Documents may be purchased by interested Bidders starting September 15, 2021 from the address below, at the PRDP Regional Project Coordination Office CALABARZON (RPCO IV-A) with address at Lipa Agricultural Research and Extension Station Brgy. Marawoy, Lipa City, Batangas and/or at PRDP South Luzon Project Support Office (PSO Luzon B) at 2nd Floor ITCAF Building, Department of Agriculture Compound, Elliptical Road, Diliman, Quezon City and upon payment or depositing to the City Government of Tanauan, LANDBANK Trust Fund Account Number 2952-1001-33 of a non-refundable fee for the bidding documents in the amount of Five Thousand Pesos (PhP5,000.00) not later than the submission of their bids. The LGU Treasurer’s official receipt, the bank teller’s validated deposit slip or printed receipt from online payment serves as the proof of payment.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the PRDP website http://www.da.prdp.net/, provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids.
The DA requires that all potential contractors and suppliers who will be awarded contract under the project shall have undergone geo-tagging training provided by the PRDP Project Support Office.
6.The City Government of Tanauan will hold a Pre-Bid Conference on October 6, 2021 at 10:00 A.M., at Bids & Awards Committee Office, 3/F New City Hall Building, Brgy. Natatas, Tanauan City Batangas which shall be open to all interested parties.
7.Bids must be delivered on or before October 18, 2021 at 10:00 A.M. at Bids & Awards Committee Office, 3/F New City Hall Building, Brgy. Natatas, Tanauan City Batangas . All bids must be accompanied by a Bid Securing Declaration. Bids will be opened in the presence of the bidder’s representatives who choose to attend at the address below. Late bids shall not be accepted.
The Bid Opening will be held on October 18, 2021 at 10:00 A.M. at Bids & Awards Committee Office, 3/F New City Hall Building, Brgy. Natatas, Tanauan City Batangas.
8.Bidders shall warrant that all goods to be delivered should meet the required specifications.
9.The City Government of Tanauan reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
