1. The Philippine Reclamation Authority (PRA), through its Approved Corporate Operating Budget for 2021 intends to apply the sum of Three Million Three Hundred Thousand Pesos (Php3,300,000.00) inclusive of Value-Added Tax (VAT) being the Approved Budget for the Contract (ABC) to payments under the contract for the Supply and Delivery of Global Navigation Satellite System (GNSS) Receivers and Accessories. Bids received in excess of the ABC shall be automatically rejected at bid opening.

• Two (2) Units of Branded GNSS Receivers,
• One (1) Unit of Branded Rugged GNSS Controller (Handheld Touchscreen with QWERTY Buttons),
• One (1) Unit Branded Rugged GNSS Controller (Survey Tablet), and
• One (1) Unit Branded Datalink External Radio Repeater

Approved Budget for the Contract (ABC): Php 3,300,000.00

2. The PRA now invites bids for the Supply and Delivery of GNSS Receivers and Accessories. Delivery of the Goods is required within Thirty (30) calendar days from the receipt of Notice to Proceed. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

Bidding is restricted to Filipino citizen/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws and regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.

Interested bidders may obtain further information from PRA and inspect the Bidding Documents at the address given below from September 06, 2021 to October 04, 2021 during office hours between 8:00 AM to 3:00 PM and on October 05, 2021, from 8:00 AM to 11:30 AM.

4. A complete set of Bidding Documents may be acquired by interested Bidders from September 06, 2021 to October 04, 2021 during office hours between 8:00 AM to 3:00 PM and on October 05, 2021, from 8:00 AM to 11:30 AM, from the given address below upon payment of the applicable fee in the amount of Five Thousand Pesos (Php5,000.00) for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of PRA, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

Bidders who have already paid the above fee in the previous bidding for the subject procurement are not required to pay the same but must submit a Letter of Intent to secure the Bidding Documents.

5. The PRA will hold an Online Pre-Bid Conference on September 21, 2021, 10:00 AM through Microsoft Teams (MS Teams) platform. Prospective bidders must register to this link to provide their name, representation, and contact details as traditionally required in physical meetings. The Online Pre-Bid Conference shall be open to prospective bidders.

6. Bids must be duly received by the BAC Secretariat through manual submission at the office address as indicated below, on or before October 05, 2021, 12:00 NN. Late bids shall NOT be accepted. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.

Upon arrival at the building, please submit to the COVID-19 screening procedures of Legaspi Towers 200 Building Administration and inform the lobby guard that you are submitting a bid for the subject procurement. The guard shall then call the PRA BAC Secretariat and a member of the BAC Secretariat shall proceed to the lobby and personally receive your Bids before dropping the same in the Bid Box. Please wait for the PRA personnel and do not leave the documents with the lobby guard.

7. Bid opening shall be on conducted via Online Video Conferencing on October 05, 2021, 1:30 PM through this using MS Teams platform. Bids will be opened in the presence of the bidder’s representatives who choose to attend using the said link. Potential bidders who access the link shall be required to provide their name, representation, and contact details as traditionally required in physical meetings.

8. The PRA reserves the right to reject any and all bids, declare a failure bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
