Description   INVITATION TO BID FOR THE PROCUREMENT AND DELIVERY OF ICT EQUIPMENT 1. The DENR PENRO Antique, through the General Appropriations Act of 2021 intends to apply the sum of ONE MILLION FOUR HUNDRED FIFTY THOUSAND PESOS ONLY (P1,450,000.00) being the ABC to payment under the contract for Procurement and Delivery of ICT Equipment. Bids received in excess of the ABC shall be automatically rejected at bid opening. The summary of the bidding activities is as follows: Advertisement/Posting of Invitation to Bid 26 May 2021 Issuance and Availability of Bid Documents 28 May 2021 to 15 June 2021 Pre-Bid Conference 3 June 2021; 10:00 AM Deadline for Submission 16 June 2021; on or before 9:00 AM Opening of Bids 16 June 2021; 10:00 AM 3. Bidding will be conducted through open competitive bidding procedures using a nondiscretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”. 4. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138. 5. Interested bidders may obtain further information from the DENR PENRO Antique Procurement Officer and inspect the Bidding Documents at the address given below during office hours before the deadline for submission. A complete set of Bidding Documents may be acquired by interested Bidders from the Procurement Officer and Cashier at DENR PENRO Antique, Binirayan Hills, San Jose, Antique upon payment of a nonrefundable fee in amount of Five Thousand Pesos (5,000.00). It may also be downloaded free of charge from the PhilGEPs, provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids. 6. The DENR PENRO Antique will hold a Pre-Bid Conference on 03 June 2021; 10:00 AM at the DENR PENRO Antique Activity Center, Binirayan Hills, San Jose, Antique which shall be open to all interested parties. Pursuant to the General Community Quarantine and strict implementation of physical distancing due to the pandemic, the scheduled meeting may be accessed thru the link to be provided upon the request of the prospective bidder. 7. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18. Bid opening shall be conducted on 16 June 2021; 10:00 AM at the DENR PENRO Antique Activity Center, Binirayan Hills, San Jose, Antique. Pursuant to the General Community Quarantine and strict implementation of physical distancing due to the pandemic, the scheduled meeting may be accessed thru the link to be provided upon the request of the prospective bidder. Bids will be opened in the presence of the Bidders’ duly authorized representative who choose to attend the opening. Late bids shall not be accepted. Unsealed or unmarked bid envelopes shall also be rejected. 8. Bidders shall drop their duly accomplished eligibility requirements, technical and financial proposals in two separate sealed envelopes with Original copy, Copy 1 and Copy 2 in the designated bid box located at the DENR PENRO Antique Activity Center, Binirayan Hills, San Jose, Antique. 9. The DENR PENRO Antique reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders. 10.
