Description   1. The Philippine Reclamation Authority (PRA), through the Corporate Operating Budget (COB) for CY 2021 intends to apply the sum of PHILIPPINE PESOS: NINE MILLION ONE HUNDRED THREE THOUSAND FIFTY-SIX AND 31/100 (Php9,103,056.31), VAT inclusive, being the Approved Budget for the Contract (ABC) to payments under the contract for the Negotiated Procurement (Two Failed Biddings) of Road Repair Works Along President Diosdado Macapagal Boulevard (PDMB), Asean Avenue and J.W. Diokno (Bay) Boulevard (PBINFRA-20-001). Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The PRA now invites bids for the above Procurement Project. Completion of the Works is required within SIXTY calendar days (60 c.d.) from the receipt of Notice to Proceed. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or corporations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 4. Interested bidders may obtain further information by writing and sending an E-mail to bac@pea.gov.ph and inspect the Bidding Documents at the address given below from March 17, 2021 to April 04, 2021 during office hours between 8:00 AM to 5:00 PM and on April 05, 2021, from 8:00 AM to 11:30 AM. 5. A complete set of Bidding Documents may be acquired by interested bidders from March 17, 2021 to April 04, 2021 during office hours between 8:00 AM to 5:00 PM and on April 05, 2021, from 8:00 AM to 11:30 AM, from given address and website below and upon payment of the applicable fee for the Bidding Documents, in the amount of TEN THOUSAND PESOS (₱10,000.00). The Bidding Documents may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the PRA, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. Bidders who have already paid the above fee in the previous rounds of bidding for the subject procurement are not required to pay the same but must submit a Letter of Intent to secure the Bidding Documents. 6. The PRA will hold a Pre-Bid/Pre-Negotiation Video Conference on March 24, 2021, 10:00 AM using Microsoft Teams platform. Prospective bidders must register to this link http://bit.ly/praroadrepairreg to provide their name, representation, and contact details as traditionally required in physical meetings. The Pre-bid/Pre-Negotiation Video Conference shall be open to prospective bidders. In the conduct of business operations, the PRA observes Alternative Work Arrangements provided in the Updated Notice to Public: GCQ Advisory posted in its website, www.pea.gov.ph. 7. Bids must be duly received by the BAC Secretariat through manual submission at the office address as indicated below, on or before April 05, 2021 at 12:00 NN. Late bids shall not be accepted. Enclose the Bids in a closed plastic envelope/container for easy disinfection. Upon arrival at the building, please submit to the COVID-19 screening procedures of Legaspi Towers 200 Building Administration and inform the lobby guard that you are submitting a bid for the subject procurement. The guard shall then call the PRA BAC Secretariat and a member of the BAC Secretariat shall proceed to the lobby and personally receive your Bids before dropping the same in the Bid Box. Please wait for the PRA personnel and do not leave the documents with the lobby guard. 8. Bid opening shall be conducted via Online Video Conferencing on April 05, 2021 at 1:30 PM through this link http://bit.ly/praroadrepair2021open using the Microsoft Teams platform. Bids will be opened in the presence of the bidders’ representatives who choose to access the said link. Potential bidders who access the link shall be required to provide their name, representation, and contact details as traditionally required in physical meetings. 9. The PRA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 10.
