Description   BIDS AND AWARDS COMMITTEE INVITATION TO BID REBIDDING OF ONE (1) LOT PURCHASE OF SECURITY SERVICES FOR THE PERIOD MARCH – DECEMBER 2021 1. The Zamboanga City Special Economic Zone Authority and Freeport (ZAMBOECOZONE and Freeport Authority), through the General Appropriations Act (GAA) C.Y. 2021 intends to apply the sum of One Million Three Hundred Four Thousand Two Hundred Ninety Five Pesos and 40/100 (Php 1,304,295.40) being the ABC to payments under the contract for Rebidding of One (1) Lot Purchase of Security Services for the Period March – December 2021, per Purchase Request No. (PR No): 002-02-2021. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The ZAMBOECOZONE and Freeport Authority now invites bids for the above Procurement Project. Delivery of the Goods is required within Ten (10) Months upon receipt of the Notice to Proceed. Bidders should have completed, within Five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4. Prospective Bidders may obtain further information from ZAMBOECOZONE Authority Bids and Awards Committee Secretariat and inspect the Bidding Documents at the 3rd Floor, ZAMBOECOZONE Administration Building, ZCSEZA 1, San Ramon, Talisayan, Zamboanga City, during office hours (8:00 AM – 3:00 PM). 5. A complete set of Bidding Documents may be acquired by interested Bidders on February 23, 2021 – March 15, 2021 and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (Php 5,000.00). 6. The ZAMBOECOZONE and Freeport will hold a Pre-Bid Conference on March 3, 2021 Wednesday, 9:30 AM at Ground Floor, Conference Room, ZAMBOECOZONE Administration Building, ZCSEZA 1, San Ramon, Talisayan, Zamboanga City and/or through video conferencing or webcasting, which shall be open to prospective bidders. 7. Bids must be duly received by the BAC Secretariat through manual submission at the Reception Lounge, Ground Floor, ZAMBOECOZONE Administration Building, ZCSEZA 1, San Ramon, Talisayan, Zamboanga City on or before March 15, 2021, Monday, 9:30 AM. Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 9. Bid opening shall be on March 15, 2021, Monday, 9:30 AM at the Ground Floor, Conference Room, ZAMBOECOZONE Administration Building, ZCSEZA 1, San Ramon, Talisayan, Zamboanga City. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. 10. All bids shall be accompanied by a sworn affidavit of the bidder that they are not related to the Head of the Procuring Entity, members of the BAC, the TWG, and the BAC Secretariat, the head of the PMO or the end-user unit, the project consultant, by consanguinity or affinity up to the third civil degree (GPPB Circular No. 04-2020). Failure to comply with the aforementioned provision shall be a ground for the automatic disqualification of the bid in consonance with Section 30 of the 2016 Revised IRR of R.A. 9184. Failure to disclose and intentional concealment of this fact will warrant the Authority to blacklist the bidder. 11. The ZAMBOECOZONE and Freeport reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 12.
