Description   DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES CONTRACT REFERENCE NUMBER: 2020-016 NAME OF THE CONTRACT: Demolition and Improvement of front Gate and Fence of PENRO Antique LOCATION OF THE CONTRACT: San Jose, Antique INVITATION TO BID The Department of Environment and natural Resources, PENRO, San Jose, Antique through its Bids and Awards Committee (BAC), invites contractors registered with and classified by the Philippine Contractors Accreditation Board (PCAB), to apply for eligibility and if found eligible, to bid for the hereunder contract: Name of Contract: Demolition and Improvement of front Gate and Fence of PENRO Antique Location : San Jose, Antique Brief Description : Approved Budget for P 932,241.67 the Contract (ABC) Source of Funding: Fund 101 Contract Duration : 90 Calendar Days Prospective bidders should possess a valid PCAB License applicable to the contract, have completed a similar contract with a value of at least 50% of the ABC. The BAC will use non-discretionary pass/fail criteria in the Eligibility Check/Screening as well as the Preliminary Examination of Bids. The BAC will conduct post-qualificationof the lowest calculated bid. All particulars relative to Eligibility Statement and Screening Bid Security, Performance Security, Pre-Bidding Conference, Evaluation of Bids, Post Qualification and Award of contract shall be governed by the pertinent provisions of R. A. 9184 and its Implementing Rules and Regulations (IRR) The schedule of BAC activities is as follows: BAC ACTIVITIES SCHEDULE 1. Advertisement July 22, 2020- July 29, 2020 2. Receipt of eligibility Requirements/Eligibility July 22, 2020 - August 10, 2020 check 4. Submission/receipt of Bid Documents August 11, 2020 on or before 9:00 A.M 5. Opening of Bid Documents August 11, 2020 @ 10:00 AM The BAC will issue to prospective bidders Eligibility forms at DENR, PENRO, San Jose, Antique upon their payment of a non-refundable amount of Five Hundred Pesos Only (Php 500.00) to the DENR, PENRO Binirayan Hills, San Jose, Antique Cashier. Prospective bidders shall submit the Eligibility Requirements to the BAC at the said address. They may also obtain the results of the Eligibility Check by the BAC at the same address. Applications for eligibility will be evaluated on a "pass/fail" basis. Only Bids from eligible Bidders will be opened. Bids received in excess of the ABC shall be automatically rejected at Bid opening. In accordance with the IRR-A of R.A. 9184 a contract will only be awarded to the Lowest Calculated and Responsive Bidder who was determined as such during post-qualification. The DENR-PENRO, San Jose, Antique assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of their bids. The DENR PENRO, San Jose, Antique reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
