Description   REQUEST FOR EXPRESSION OF INTEREST CONSULTANCY SERVICES FOR THE PREPARATION OF ENVIRONMENTAL PERFORMANCE REPORT AND MANAGEMENT PLAN (EPRMP)/ENVIRONMENTAL IMPACT STATEMENT (EIS) AND ENVIRONMENTAL COMPLIANCE CERTIFICATE (ECC) APPLICATION FOR NEUST-SUMACAB CAMPUS, CABANATUAN CITY 1. The Nueva Ecija University of Science and Technology (NEUST) through the University’s Income intends, to apply the sum of One Million Seven Hundred One Thousand Three Hundred Thirty Seven Pesos Only (Php1,701,337.00) being the Approved Budget for the Contract (ABC) to payments under the contract for “Consultancy Services for the Preparation of Environmental Performance Report and Management Plan (EPRM)/Environmental Impact Statement (EIS) and Environmental Compliance Certificate (ECC) Application for NEUST-Sumacab Campus, Cabanatuan City”. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals. 2. The NEUST now calls for Expressions of Interest by submitting a Letter of Intent to participate in the eligibility and short-listing process for the project, “Consultancy Services for the Preparation of Environmental Performance Report and Management Plan (EPRM)/Environmental Impact Statement (EIS) and Environmental Compliance Certificate (ECC) Application for NEUST-Sumacab Campus, Cabanatuan City”. The detailed service requirements are indicated in the attached Terms of Reference (TOR) for the Project. The eligibility documents of interested consultants must be duly received by the BAC Secretariat through manual submission on or before July 22, 2026, until 9:00AM at the BAC Conference Room, LTC Building, NEUST Gen. Tinio (St.) Campus, Cabanatuan City. The consultant/s shall submit three (3) copies of their duly accomplished eligibility requirements in sealed envelopes located at the abovementioned address. Late bids shall not be accepted. Applications for eligibility will be evaluated based on non-discretionary “pass/fail” criterion. Opening and checking of Eligibility documents shall be on July 22, 2026, 9:30AM at NEUST BAC Conference, Gen. Tinio St., Cabanatuan City. It will be opened in the presence of the bidders’ authorized representatives who choose to attend the activity. 4. The BAC shall draw up the shortlist of consultants from those who have submitted eligibility documents and have been determined as eligible in accordance with the provisions of Republic Act 12009 otherwise known as the “New Government Procurement Act” and its Implementing Rules and Regulations (IRR). The short list shall consist of a maximum of five (5) prospective bidders who will be entitled to submit bids manually or should only one (1) or less than the required number apply for eligibility and shortlisting, pass the eligibility check, and/or pass the minimum score required in the shortlisting. 5. In accordance with Section 53 of RA 12009, the criteria and rating system for short listing are: CRITERIA MAXIMUM RATING 1. The overall experiences of the firm will be considered for both joint ventures and existing forms. 45% 2. Qualification of personnel who may be assigned to the job in relation to the extent and complexity of the understanding. 35% 3. Current workload relative to capacity. 20% To qualify for shortlisting, the prospective bidder should achieve an overall minimum score of 60%. 3. Interested bidders/consultants may obtain further information from the BAC Secretariat at the address given below during office hours from 9:00AM to 4:00PM (Monday-Thursday). Bidding is restricted to Filipino citizens/sole proprietorships, cooperative and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 4. A complete set of Bidding Documents may be acquired by eligible consultants from July 29-August 10, 2026 upon payment of the applicable fee for the Bidding Documents, in the amount of P5,000.00. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders pay the applicable fee for the Bidding Documents not later than the deadline for submission of bids. Bids must be duly received by the BAC Secretariat at the address below on or before August 20, 2026 until 9:00AM. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in the PBD. Late bids shall not be accepted. 5. Bidding will be conducted through competitive selection using non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of RA No. 12009. Bidding is restricted to Filipino citizens/sole proprietorships, cooperative and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 6. The Procuring Entity shall evaluate the shortlisted Consultants using the Quality-Cost Based Evaluation (QCBE) procedure. The Procuring Entity shall indicate the weights to be allocated for the Technical and Financial Proposals. The criteria and rating system for the evaluation of bids shall be discussed during Pre-Bid Conference. 7. The contract shall be completed in accordance with the Terms of Reference within two hundred forty (240) calendar days from the issuance of Notice to Proceed. 8. The Nueva Ecija University of Science and Technology (NEUST) reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 706 of RA 12009, without incurring any liability to the affected Bidder or Bidders. 9.
