INVITATION TO BID
1. The Nueva Ecija University of Science and Technology (NEUST) through the Bids and Awards Committee (BAC), hereby invites all interested entities registered with the Philippine Government Electronic Procurement System (PhilGEPS) to bid for the hereunder project, subject to the General Conditions stated herein.
Name of Project: STUDENT INSURANCE FOR A.Y. 2026-2027 Location: NEUST Cabanatuan City Approved Budget for the Contract: Php50.00/student Contract Duration: 365 days Source of Fund: TRUST FUND Cost of Bidding Documents: Php5,000.00
Technical Specification/Description:
The Terms of Reference for the said project shall be provided and discussed by the End user during the Pre-Bid Conference. Period of Insurance from July 31, 2026 12:00 Noon to July 31, 2027 12:00Noon.
Covered Persons: ALL Bonafide Students and Faculty and Staff of the Nueva Ecija University of Science and Technology
Coverage: 1. Accidental Death & Disablement 2. Permanent Total Disability 3. Unprovoked Murder & Assault 4. Accidental and Medical Reimbursement (including motorcycling risk and UMA) 5. Daily Hospitalization For 30 Days Due to Accident 6. Daily Hospitalization For 15 Days Due to Natural Causes 7. Burial Benefit Due to Accident (including motorcycling risk and UMA) 8. Burial Benefit Due to Natural Causes 9. Death/burial assistance due to Dengue, Zika ,Chikingunya and accidental food poisoning 10. Surgical Expense including Anesthesiologist 11. Ambulance Assistance 12. Comprehensive General Liability (Premises & Operation Only) 13. Emergency Cash Assistance due to Fire, Earthquake and typhoon 14. Covid -19 or similar illnesses Hospital Income Benefits (Max. of 15 days) 15. Accidental Death of Parent /Guardian 16. Rape 17. Compassionate Benefit EXTENSION OF COVER:
1. The plan shall also cover death or injury caused by Animal / Insect bites, Food Poisoning, drowning, self-accident, acts of man and acts of God. 2. Also included with the same coverage are Faculty & Staff including Job Order employee (Free), Graduate School and International Students, returning and transferees during the succeeding semester where the policy is in effect. 3. Injuries (contact and non-contact sports) from School’s Athletic Meet, Sport’s, Cultural festival/contest including SCUAA, CAASUC and SCUFAR local, regional, national and international; 4. Injuries from on-the-job training program local, national and international; 5. Rape Case; 6. “No Fault” indemnity/coverage up to P 30,000.000 for any claim of death or bodily injury sustained without the necessity of proving fault or negligence; and 7. FNOL – 90 Days
ADDITIONAL REQUIREMENTS
1. The policy shall have a period of 1(one) year or shall commence at 12:01noon of July 31,2026 up to 12:00 noon of July 31,2027; 2. It shall cover the insured 24hours a day, 365days a year and in any place in the world where he/she suffered due to an accident; 3. The policy shall also cover the claims arising upon the commencement of this policy; 4. Accident Arising from the use of Motorcycle with valid LTO Driver’s License & with the prescribed Helmet shall receive P75,000.00 on top of the regular benefit that the student may receive from this policy; 5. In case of Rape with death, the benefit shall be based on whichever between the two offenses proven shall give a favorable or higher benefit to the insured; 6. Furthermore, claims based on Rape, Murder and the likes, shall start to commence or be released upon finding of the probable cause by the Prosecutor’s Office and filing of the same to proper court; 7. The Insurance Company must have a branch office, permanent or extension within Nueva Ecija where claims can be processed and received at the convenience of the insured or beneficiaries. The office must be duly established in accordance with law; 8. Provide a performance certification with a rating of Very Satisfactory (VS) from the declared Single Largest Completed Contract (SLCC). 9. With Brochure or Catalogue or Proposal of the insurance being offered. 8. Except for valid and legal reasons, documentary proofs and requirements for claims shall be sent to the Insurance company through email and the likes; 9. The office of the student affairs through its authorized personnel shall be the one to receive the claim on behalf of the insured and ensure that the same is duly received by the latter. 10. Bidders who shall be declared as eligible and passed during the opening and preliminary examination of bids are required to present their proposals through a PowerPoint presentation;

Additional Requirements:

2. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion and Most Economically Advantageous Responsive Bid (MEARB) as specified in the IRR of RA No. 12009. The MEARB shall be used in the evaluation of bid. The criteria shall be discussed during Pre-bid Conference and a copy shall be sent upon payment of bid docs.
3. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or business organizations with at least sixty percent (60%) interest or ownership of at least 60% of the outstanding capital stock belonging to citizens of the Philippines, and to citizens or business organizations of a country where the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.
4. Interested Bidders may obtain further information from Nueva Ecija University of Science and Technology and inspect Bidding Documents at the address given below from 8:00AM to 5:00 P.M.
5. A complete set of Bidding Documents may be acquired by interested Bidders from June 23 -July 6, 2026 from the address given below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders pay the applicable fee for the Bidding Documents not later than the deadline for submission of bids.
6. The Nueva Ecija University of Science and Technology will hold a Pre-Bid Conference on June 23, 2026, 9:00AM through video conferencing (via Zoom), which shall be open to prospective bidders.
7. Bids must be duly received by the BAC Secretariat at the address below on or before July 6, 2026, until 9:00AM. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in the PBD. Late bids shall not be accepted.
8. Bid opening shall be on July 6, 2026, 9:30 AM at the BAC Conference Room, Gen. Tinio (St.) Campus, Cabanatuan City. Bids will be opened in the presence of the bidder or his/her/its duly authorized representative/s. Failure to attend during the opening of bids shall be considered a waiver on the part of the bidder who likewise waives his/her/its right to raise questions during the bidding procedures.
9. The Nueva Ecija University of Science and Technology reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 706 of RA 12009, without incurring any liability to the affected Bidder or Bidders.
