INVITATION TO BID

1. The Nueva Ecija University of Science and Technology (NEUST) through the Bids and Awards Committee (BAC), hereby invites all interested entities registered with the Philippine Government Electronic Procurement System (PhilGEPS) to bid for the hereunder project, subject to the General Conditions stated herein.

Contract Duration: 24 months

PROJECT DESCRIPTION (1LOT)

Outsourcing of Eleven (11) Security Guards to be detailed in all NEUST campuses and provision of applicable firearms and ammunition.
24 Months Duration
Php600.00 per 8 Hours Duty (Regular working days not including Saturday, Sunday and Holiday).
Provision of Night Differential Pay, 13th Month Pay, 5 Days Incentive Pay, Uniform Allowance and death and accident assistance.
Requirements in possession and ready for use:
1. 10 sets Handheld Radio with 5km radius coverage;
2. Security Uniform as per PNP-SAGSD requirement; and
Additional Requirements:
1. Must possess a Regular License to Operate a Private Security Agency from PNP;
2. PADPAO Certificate of Membership;
3. PADPAO Certificate of Good Standing member;
4. 5 years or more of active operation;
5. DO 174 – DOLE Registered Contractor;
6. DOLE Certificate of NO Pending Case;
7. NLRC Clearance;
8. Proof of Ownership of Agency’s owned security equipment and service vehicle;
9. NTC License;
10. Disposition of guards and firearms for the months of January 2023 to December 2023 duly received by PNP;
11. Security Plan with a Certificate of Site Inspection;
12. Must have existing Satellite Office in Region 3 (if main office is outside);
13. Certification of at least 3 satisfactory performances from clients;
14. With a Satisfactory Performance in Competency Assessment from previous client. (The competency assessment form shall be provided by the BAC-NEUST after payment of the bidding documents fee); and
15. The security agency must show its compliance to REPUBLIC ACT NO. 11917, July 30, 2022 ], AN ACT STRENGTHENING THE REGULATION OF THE PRIVATE SECURITY SERVICES INDUSTRY, REPEALING FOR THE PURPOSE, REPUBLIC ACT NO. 5487, ENTITLED “AC ACT TO REGULATE THE ORGANIZATION AND OPERATION OF PRIVATE DETECTIVE WATCHMEN OR SECURITY GUARD AGENCIES”, AS AMENDED via a sworn statement.

2. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.

3. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or business organizations with at least sixty percent (60%) interest or ownership of at least 60% of the outstanding capital stock belonging to citizens of the Philippines, and to citizens or business organizations of a country where the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.

4. Interested Bidders may obtain further information from Nueva Ecija University of Science and Technology and inspect Bidding Documents at the address given below from 8:00AM to 5:00 P.M.

5. A complete set of Bidding Documents may be acquired by interested Bidders from June 17-29 2026 from the address given below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders pay the applicable fee for the Bidding Documents not later than the deadline for submission of bids.

6. The Nueva Ecija University of Science and Technology will hold a Pre-Bid Conference on June 17, 2026, 9:00AM through video conferencing (via Zoom), which shall be open to prospective bidders.

7. Bids must be duly received by the BAC Secretariat at the address below on or before June 29, 2026, until 9:00AM. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in the PBD. Late bids shall not be accepted.

8. Bid opening shall be on June 29, 2026, 9:30 AM at the BAC Conference Room, Gen. Tinio (St.) Campus, Cabanatuan City. Bids will be opened in the presence of the bidder or his/her/its duly authorized representative/s. Failure to attend during the opening of bids shall be considered a waiver on the part of the bidder who likewise waives his/her/its right to raise questions during the bidding procedures.

9. The Nueva Ecija University of Science and Technology reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 706 of RA 12009, without incurring any liability to the affected Bidder or Bidders.
