1. The Nueva Ecija University of Science and Technology (NEUST) through the Bids and Awards Committee (BAC), hereby invites all interested entities registered with the Philippine Government Electronic Procurement System (PhilGEPS) to bid for the hereunder project, subject to the General Conditions stated herein.

Terms of Reference (TOR)
General Requirements
1. Rotary Evaporator Compatibility
1.The Rotary Evaporator must be fully compatible with the supplied vacuum pump and chiller system.
2.All components must function as an integrated system to ensure optimal performance and safety.
2. Installation
1.The supplier must provide free delivery and installation of all equipment.
2.Installation shall include setup, calibration, and testing to ensure full operational readiness.
3. Warranty Requirements
1.Minimum One (1) Year Warranty on Parts
2.Minimum Three (3) Years Warranty on Service
3.Warranty must cover defects, repairs, and replacement of faulty components.
4. Technical Support Availability
1.The supplier must have a designated Technical Representative residing within Region III.
2.Must provide 24/7 technical support in case of equipment malfunction during operations or research activities.
5. Free Auto Voltage Regulator / UPS
The supplier shall provide Free Auto Voltage Regulator (AVR) or UPS for the following equipment:
1.Autoclave
2.Rotary Evaporator
3.Drying Oven
4.Water Bath
5.Biosafety Cabinet
6.Technical Training Requirement
1.Supplier must provide minimum of 2–3 days technical training covering:
1.Equipment operation
2.Preventive maintenance
3.Troubleshooting
2. Training must be conducted by Technical Personnel with a Master’s Degree in Science-related field
3. Technical personnel must be capable of answering technical questions related to:
1. Equipment use
2. Research applications
3. Experimental procedures
7. Free Laboratory Accessories
Supplier must provide the following free accessories:
1. Pipette rack
2. Pipette tips
3. Pipette tip racks compatible with supplied pipettes

8. Post Qualification Requirement
1. During Post Qualification, the bidder must have at least five (5) units on-hand of the same equipment being offered, if not all equipment listed in the bid.
2. This is to ensure availability of spare units and faster replacement if necessary.

2. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.

3. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or business organizations with at least sixty percent (60%) interest or ownership of at least 60% of the outstanding capital stock belonging to citizens of the Philippines, and to citizens or business organizations of a country where the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.

4. Interested Bidders may obtain further information from Nueva Ecija University of Science and Technology and inspect Bidding Documents at the address given below from 8:00AM to 5:00 P.M.

5. A complete set of Bidding Documents may be acquired by interested Bidders from April 30-May 12, 2026 from the address given below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders pay the applicable fee for the Bidding Documents not later than the deadline for submission of bids.

6. The Nueva Ecija University of Science and Technology will hold a Pre-Bid Conference on April 30, 2026, 9:00AM through video conferencing (via Zoom), which shall be open to prospective bidders.

7. Bids must be duly received by the BAC Secretariat at the address below on or before May 12, 2026, until 9:00AM. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in the PBD. Late bids shall not be accepted.

8. Bid opening shall be on May 12, 2026, 9:30 AM at the BAC Conference Room, Gen. Tinio (St.) Campus, Cabanatuan City. Bids will be opened in the presence of the bidder or his/her/its duly authorized representative/s. Failure to attend during the opening of bids shall be considered a waiver on the part of the bidder who likewise waives his/her/its right to raise questions during the bidding procedures.

9. The Nueva Ecija University of Science and Technology reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 706 of RA 12009, without incurring any liability to the affected Bidder or Bidders.
