Description   INVITATION TO BID 1. The Nueva Ecija University of Science and Technology (NEUST) through the Bids and Awards Committee (BAC) will conduct Early Procurement Activities (EPA) for the following project funded by NEP/GAA 2026 in accordance with the guidelines on the implementation of EPA. Name of Project: CONSTRUCTION OF THREE-STOREY COLLEGE BUILDING, NAMPICUAN CAMPUS Location: NEUST Nampicuan Campus, Nampicuan, Nueva Ecija Approved Budget for the Contract (ABC): Php50,000,000.00 Source of Fund: NEP/GAA 2026 2. The Nueva Ecija University of Science and Technology now invites bids for the above project. Completion of the works is required for a period Three Hundred (300) Calendar Days from Day One (1). Bidders should have completed a contract similar to the Project equivalent to at least 50% of the ABC. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II (Instructions to Bidders). 3. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or business organizations with at least sixty percent (60%) interest or ownership of at least 60% of the outstanding capital stock belonging to citizens of the Philippines, and to citizens or business organizations of a country where the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183. 4. Prospective Bidders may obtain further information from Nueva Ecija University of Science and Technology-BAC Secretariat and inspect Bidding Documents at the address given below from 9:00AM to 4:00 P.M. 5. A complete set of Bidding Documents may be acquired by interested Bidders from December 5-19,2025 from the address given below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB in the amount of Twenty Five Thousand Pesos (Php25,000.00). The prospective bidders shall, before purchasing the Bidding Documents, coordinate with the BAC Secretariat so they may be assisted in making their payments to the Cashier’s Office. The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders pay the applicable fee for the Bidding Documents not later than the deadline for submission of bids. 6. The NEUST will hold a Pre-Bid Conference on December 5, 2025 at 2:00PM, to be held at NEUST-BAC Conference Room, Gen. Tinio (St.) Campus, Cabanatuan City which shall be open to all prospective bidders. Be advised that only Registered Owner/s of the Construction Firm or in case of a Corporation the President or its Operations Manager shall be allowed to represent the bidding entity during the Pre-Bid Conference for infrastructure projects. This is to avoid the unauthorized use of the business name of a firm or corporation by unscrupulous individuals who are neither connected nor part of that entity, for purposes of circumventing some of the rules on public bidding. 7. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before December 19, 2025, until 9:00AM. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in the PBD. Late bids shall not be accepted. 8. Bid opening shall be on December 19, 2025, 9:30 AM at the BAC Conference Room, Gen. Tinio (St.) Campus, Cabanatuan City. Bids will be opened in the presence of the bidder or his/her/its duly authorized representative/s. Failure to attend during the opening of bids shall be considered a waiver on the part of the bidder who likewise waives his/her/its right to raise questions during the bidding procedures. 9. The Nueva Ecija University of Science and Technology reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 706 of RA 12009, without incurring any liability to the affected Bidder or Bidders. 10.
