Republic of the Philippines DEPARTMENT OF EDUCATION Region III SCHOOLS DIVISION OF AURORA San Luis, Aurora 3201 Philippines Invitation to BID OF INFRASTRUCTURE PROJECT for the PROVISION OF SOLAR POWER AT DIKAPANIKIAN ELEMENTARY SCHOOL 1. The Department of Education-Schools Division of Aurora Bids and Awards Committee through the savings of the CY 2024 General Appropriations Act (GAA) - RA 11975-FY 2024, intends to apply the sum of Four Million Pesos Only (₱4,000,000.00) being the Approved Budget for the Contract (ABC) to payment for the project “PROVISION OF SOLAR POWER AT DIKAPANIKIAN ELEMENTARY SCHOOL” Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The Department of Education Bids and Awards Committee now invites bidder for the above Procurement Project. Completion of the Works is required shown in the table above in Contract Duration Column. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedure using a nondiscretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184. Bidding is restricted to Filipino citizens/sole proprietorship, partnerships, or organizations with at least 60% interest or outstanding capital belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183. 4. Interested bidders may obtain further information from Department of Education Bids and Awards Committee and inspect the Bidding Documents for Public Bidding at the address given below from 8:00 AM to 5:00 PM. 5. For those who are interested to purchase Bidding Documents, two (2) options are made available, to wit: a. A complete set of Public Bidding Documents may be purchased by interested Bidders during office hours starting September 10, 2025 until the deadline of submission of bids on September 30, 2025 from the Department of Education, Schools Division of Aurora, Bids and Awards Committee Secretariat, upon accomplishing a bidder’s Information sheet (see attached) and payment of a non-refundable fee for the Bidding Documents to the DepEd Cashier. 8 Approved Budget for the Contract 500,000 and below Maximum Cost of Bidding Documents (in Philippine Peso) 500,000 More than 500,000 up to 1 Million 1,000.00 More than 1 Million up to 5 Million More than 5 Million up to 10 Million 5,000.00 10,000.00 More than 10 Million up to 50 Million 25,000.00 More than 50 Million up to 500 Million 50,000.00 More than 500 Million 75,000.00 the b. Upon receipt of the bidder’s information sheet, the BAC Secretariat will send through email the details of the DepEd Aurora Trust Fund Account (DepEd Aurora Trust Account Number 1062-1013-57) for payment. Upon payment, bidders must send through email the proof of payment before the deadline for the submission of bids. Upon receipt of proof of payment, the BAC Secretariat will send the electronic copy of the bidding documents. c. Payment in checks should be made payable to DepED Aurora Trust Fund. d. The Department of Education Bids and Awards Committee will hold a Pre-Bid Conference1 for Public Bidding on September 18, 2025 @ 9:00am at SDO Conference Room and/or through videoconferencing/webcasting via google meet, which shall be open to prospective bidders. e. Bids for the current Infrastructure Projects, duly received by the BAC Secretariat through manual submission at the office address as indicated below, on or before September 30, 2025 @9:00am. Late bids shall not be accepted. f. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16. 1May be deleted in case the ABC is less than One Million Pesos (PhP1,000,000) where the Procuring Entity may not hold a pre bid conference. 9 g. Bid opening shall be on September 30, 2025, @ 9:30 am at the BAC Office. Bids will be opened in the presence of the bidders’ representatives (a maximum of 2) who choose to attend the activity. h. For the purpose of constituting a quorum, both the physical and virtual presence of the BAC and TWG members shall be considered pursuant to GPPB Resolution No. 09 2020. i. j. The Department of Education Bids and Awards Committee reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
