INVITATION TO BID
1.The Nueva Ecija University of Science and Technology (NEUST) through its Bids and Awards Committee (BAC), hereby invites all interested entities registered with the Philippine Government Electronic Procurement System (PhilGEPS) to bid for the hereunder project. Bids in excess of the ABC shall be automatically rejected at bid opening.

ITEM NO. QTY UNIT ITEM AND DESCRIPTION 1 1 Lot Hyper-Converged Infrastructure (HCI) Software and License Subscription (with Hardware Support and Services for 3 Servers)
Terms of Reference: 1.The proposed solution must be compatible with the existing NEUST HCI software and HCI hardware. 2.The offered virtualization software must have the following features: Licenses for virtualizing compute, storage and network are activated, the offered virtualization software must be licensed in perpetuity. It must be able to offer scale-up and scale-out expansion. It must be able to support high availability and hot add resources such as virtual cores and memory. It must be able to provide a visualized software defined data center topology, able to drag and drop virtual components for ease of management. It must have multi-layered virtual machine-based data reliability such as scheduled snapshot. It must have multi-layered security modules such as distributed firewall, web application protection and VM-based security. It must be able to provide disk bad sector and remaining disk lifecycle prediction to ensure storage performance. It must be able to provide storage capacity prediction based on the consumption behavior. It must be able to support data reconstruction speed adjustments to avoid storage performance degradation. The management platform must be integrated and distributed to avoid any single point of failure. Support vulnerability and version information inspection, push patch and upgrade information, and support patch management, update, and rollback. When creating a virtual machine by derivation or cloning, specify the IP address and hostname of the virtual machine in batches. Support editing the IP address and hostname of the virtual machine that has been created to simplify management. Support HCI server health status monitoring, including CPU, memory, SSD, HDD, network card, external storage, RAID card, etc. Support email and SMS alarms. If there will be a HCI server failure restoring critical virtual machines are prioritize to lessen the downtime and business impact, so HCI solution must support choosing what data must be reconstructed. Standard SNMP trap (v1, v2, v3) and syslog interfaces should be provided. At least 3 traps should be configurable, and the centralized event management of the third-party operation and maintenance management server should be connected. The Virtualization platform must support virtual firewall, virtual load balancing, and virtual network detection and response for us to be able to deploy the said example in the future for cyber security hardening. Virtual machine migration supports specified network port migration, migration speed limit and compressed transmission, meanwhile forced switching operations can be supported. To prevent any data loss in an event of cyber threat, we require backup solution for the virtual machine hosted on this HCI solution, this backup solution may be 3rd party software or built-in the HCI solution. In order to ensure the leadership and maturity of the cloud platform, vendor is in Three (3) consecutive years shortlisted in Gartner’s “Magic Quadrant for Hyper-Converged Infrastructure Software”.
General Requirements: The principal/vendor of the offered solutions must have a local office and local engineers situated here in the Philippines to provide 24/7 onsite or remote support whenever necessary. HCI software must be licensed for three (3) years. HCI server and the included parts must have three (3) years warranty.
2.Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.
3.Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or business organizations with at least sixty percent (60%) interest or ownership of at least 60% of the outstanding capital stock belonging to citizens of the Philippines, and to citizens or business organizations of a country where the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.
4.A complete set of Bidding Documents may be acquired by interested Bidders from August 15-27, 2025 upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders pay the applicable fee for the Bidding Documents not later than the deadline for submission of bids.
5.The Nueva Ecija University of Science and Technology will hold a Pre-Bid Conference on August 15, 2025, 1:30PM through video conferencing (via Zoom), which shall be open to prospective bidders.
6.Bids must be duly received by the BAC Secretariat at the address below on or before August 27, 2025, until 9:00AM. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in the PBD. Late bids shall not be accepted.
7.Bid opening shall be on August 27, 2025, 9:30 AM at the BAC Conference Room, Gen. Tinio (St.) Campus, Cabanatuan City. Bids will be opened in the presence of the bidder or his/her/its duly authorized representative/s. Failure to attend during the opening of bids shall be considered a waiver on the part of the bidder who likewise waives his/her/its right to raise questions during the bidding procedures.
8.The Nueva Ecija University of Science and Technology reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
