INVITATION FOR NEGOTIATED PROCUREMENT (TWO-FAILED BIDDINGS)
FOR THE PROJECT: RESTORATION OF PERIMETER FENCE ALONG SOUTHERN PART OF GABALDON CAMPUS

In view of the two (2) failed competitive biddings, the Nueva Ecija University of Science and Technology (NEUST) through the Bids and Awards Committee (BAC), invites interested bidders to participate in the negotiation for “RESTORATION OF PERIMETER FENCE ALONG SOUTHERN PART OF GABALDON CAMPUS” with an Approved Budget for the Contract (ABC) of One Million Five Hundred Twenty Six Thousand Seven Hundred Sixty Eight Pesos and 34/100 (1,526,768.34).

The Procurement procedure for this requirement is Negotiated Procurement for Two-failed Bidding pursuant to Section 53.1 of 2016 revised Implementing Rules and Regulations (IRR) of Republic Act No. 9184.

The selection of the successful offer shall be based on the best and final offer that will be submitted on the set deadline by the BAC and which would meet the required scope of works, plans and specifications.

A complete set of Negotiated Procurement Documents may be acquired by interested bidders from May 16-28, 2025 at Bids and Awards Committee (BAC) Conference Room, Ground Floor, LTC Building, NEUST Gen. Tinio (St.) Campus, Cabanatuan City upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

The NEUST-BAC will hold a Negotiation Conference on May 16, 2025 at 9:00AM at Bids and Awards Committee (BAC) Conference Room, Ground Floor, LTC Building, NEUST Gen. Tinio (St.) Campus, Cabanatuan City which shall be open to prospective bidders. To ensure completeness and compliance of bids, bidders are advised to send representatives who will prepare the bidding documents.

Two (2) copies of the proposals (one Original and one Certified True Copy) must be submitted to the BAC which must be duly received by the BAC Secretariat through manual submission at the office address indicated above until 9:00 AM of May 28, 2025. Copies of the Eligibility, Technical and Financial documents are also required to be submitted along with the proposal. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount state in ITB Clause 18. Late submission shall not be accepted.

Note: Forms and Checklist of Eligibility, Technical and Financial Requirements are provided in the Bidding Documents.

Interested bidders shall submit the proposal in sealed envelope, labeled as “Negotiated Procurement for Two-Failed Biddings”, with the title of the project, name of the bidder, address, the contact details of the bidder addressed to the BAC.

Bid opening shall be on May 28, 2025, 9:30 AM at BAC Conference Room, Gen. Tinio (St.) Campus, Cabanatuan City. Bids will be opened in the presence of the bidders’ authorized representative who choose to attend the activity. Failure to attend during the opening of bids shall be considered a waiver on the part of the bidder who likewise waives his/her right to raise questions during the bidding procedures.

The NEUST reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of RA No. 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
