INVITATION TO BID PROCUREMENT OF 18 UNITS OF LAPTOPS AND 8 UNITS OF DESKTOP COMPUTERS (Approved Budget for the Contract: ₱1,281,020.00) The Mines and Geosciences Bureau, Region XIII (MGB R-XIII), through its Bids and Awards Committee (BAC), invites qualified and eligible bidders to submit bids for the Procurement of 18 Units of Laptops and 8 Units of Desktop Computers, with an Approved Budget for the Contract (ABC) of One Million Two Hundred Eighty-One Thousand Twenty Pesos (₱1,281,020.00). This procurement will be funded under the General Appropriation Act (GAA). Project Description The project involves the supply and delivery of 18 units of laptops and 8 units of desktop computers. All items must meet the technical specifications outlined in the Bidding Documents. The delivery site is located in Surigao City, and the successful bidder is expected to complete delivery within sixty (60) calendar days from receipt of the Notice to Proceed. Bidding Procedure The bidding will be conducted through open competitive bidding using a non-discretionary “pass/fail” criterion, in accordance with the 2022 Revised Implementing Rules and Regulations (IRR) of Republic Act No. 9184, also known as the Government Procurement Reform Act. Eligibility Requirements To be eligible, interested bidders must submit the following documents: • Valid Mayor’s/Business Permit • Latest Income/Business Tax Returns • Valid PhilGEPS Registration Certificate • Duly Notarized Omnibus Sworn Statement • Any other documents as specified in the Bidding Documents. Payment is in accordance with the Government Procurement Policy Board (GPPB) guidelines. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. Bid Security Bids must be accompanied by a Bid Security in the form and amount specified in the Bidding Documents. This ensures compliance with the bid requirements and serves as a guarantee of the bidder’s commitment to the contract. Performance Security The winning bidder will be required to post a Performance Security in accordance with Section 39 of the 2022 Revised IRR of RA 9184 before the contract is signed. This security ensures the successful performance of contract obligations. Right to Reject Bids The Mines and Geosciences Bureau R-XIII reserves the right to reject any or all bids, declare a failure of bidding, or not award the contract at any time before the contract award, in accordance with Sections 35.6 and 41 of the 2022 Revised IRR of RA 9184, without incurring any liability to the affected bidders.
