Description   Republic of the Philippines DEPARTMENT OF EDUCATION Region III SCHOOLS DIVISION OF AURORA San Luis, Aurora 3201 Philippines Invitation to Bid for CONSTRUCTION OF THE TWO-STOREY ACCOUNTING OFFICE BUILDING AND REPAIR/REHAB OF DIVISION OFFICE BUILDING-REBIDDING 1.The Department of Education-Schools Division of Aurora Bids and Awards Committee, through the 2024 GAA Basic Education Facilities Fund (BEFF), intends to apply the sum of Eight Million Five Hundred Sixty-Eight Thousand Eight Hundred Eight Pesos and Thirty-Seven Centavos (P8,568,808.37) under the contract for the Construction of the Two-Storey Accounting Office Building and Repair/Rehab of Division Office Building-Rebidding and Project Identification Number 2024-05-233. Lot Recipient School Scope of Work Contract Duration Approved Budget for the Contract (ABC) 1 SDO-AURORA CONSTRUCTION OF THE TWO-STOREY ACCOUNTING OFFICE BUILDING AND REHAB/REHAB OF DIVISION OFFICE BUILDING-REBIDDING 150 CD P8,568,808.37 Bids received more than the ABC shall be automatically rejected at bid opening. 2.The Department of Education Bids and Awards Committee now invites bids for the above Procurement Project. Completion of the Works is required shown in the table above in the Contract Duration Column. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3.Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criteria as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. 4.Interested bidders may obtain further information from the Department of Education Bids and Awards Committee and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM and must refer to Memorandum re: Procurement of Projects Under the CY 2024 Basic Education Facilities Fund (BEF) for bidder qualifications. 5.For those who are interested in purchasing Bidding Documents, two (2) options are made available, to wit: a.A complete set of Bidding Documents may be purchased by interested Bidders during office hours starting August 6, 2024, until the deadline for submission of bids on August 26, 2024 from the Department of Education, Schools Division of Aurora, Bids and Awards Committee Secretariat, upon accomplishing a bidder’s Information sheet (see attached) and payment of a non-refundable fee for the Bidding Documents to the DepEd Cashier amounting to P10,000. Upon receipt of the bidder’s information sheet, the BAC Secretariat will send through email the details of the DepEd Aurora Trust Fund Account (DepEd Aurora Trust Account Number 1062-1013-57) for payment. Upon payment, bidders must send through email the proof of payment before the deadline for the submission of bids. Upon receipt of proof of payment, the BAC Secretariat will send the electronic copy of the bidding documents. Payment in checks should be made payable to DepED Aurora Trust Fund. e.The Department of Education Bids and Awards Committee will hold a Pre-Bid Conference[ May be deleted in case the ABC is less than One Million Pesos (PhP1,000,000) where the Procuring Entity may not hold a pre-bid conference. ] on August 16, 2024, at @9:00am at the BAC Office and/or through videoconferencing/webcasting via Google Meet, which shall be open to prospective bidders. f.Bids for the current Infrastructure Projects shall be duly received by the RECORDS SECTION which was immediately forwarded to the BAC Secretariat on or before August 27, 2024 @9:00am. Late bids shall not be accepted. g.All bids must be accompanied by a bid security in any acceptable forms and in the amount stated in ITB Clause 16. h.Bid opening shall be on August 27, 2024, @ 9:30am at the BAC Office. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. i.To constitute a quorum, both the physical and virtual presence of the BAC and TWG members shall be considered under GPPB Resolution No. 09-2020. j.The Department of Education Bids and Awards Committee reserves the right to reject any bids, declare a failure of bidding, or not award the contract at any time before contract award under Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. k.For further information, please refer to: JEFFREY C.
