Description   REQUEST FOR EXPRESSION OF INTEREST (REOI) FOR CONSULTING SERVICES FOR THE DETAILED ENGINEERING DESIGN AND TENDER ASSISTANCE OF PANAY-GUIMARAS-NEGROS ISLAND BRIDGES PROJECT (REBIDDING) 1. The Government of the Republic of the Philippines (GPH) through the Department of Finance (DOF), has received financing (Loan Agreement No. PHL-23) from the Export-Import Bank of Korea (KEXIM) from the resources of the Economic Development Cooperation Fund (EDCF) of the Republic of Korea toward the cost of Engineering Service of Panay-Guimaras-Negros Island Bridges Project, and intends to apply part of the proceeds of this loan to payments under the contract for Consulting Services for the Detailed Engineering Design and Tender Assistance of Panay-Guimaras-Negros Island Bridges Project (Rebidding). 2. The Department of Public Works and Highways now calls for the submission of prequalification documents for: Project: Consulting Services for the Detailed Engineering Design and Tender Assistance of Panay-Guimaras-Negros Island Bridges Project (Rebidding) Location: Panay Island, Guimaras Island and Negros Island, Western Visayas (Region VI) Objective: The Consulting Services shall be provided by a Korean consulting firm in association with the national consultants in compliance with the Guidelines for the Employment of Consultant under EDCF Loan. The objectives of the consulting services are to achieve the efficient and proper preparation and implementation of the Project through the following works; 1) Feasibility Study Review 2) Preliminary Design 3) Detailed Engineering Design 4) Procurement Assistance 5) Environmental Impact Assessment 6) Social Impact Assessment 7) Gender Assessment Outputs/ Deliverables 1) Inception Report 2) Reports on Technical Field Work 3) Preliminary Engineering Design Report 4) Draft Detailed Engineering Design Documents 5) Draft Bidding Documents 6) Final Detailed Engineering Design Report and Documents 7) Final Bidding Documents 8) Draft Project Description, Environmental Management Plan (EMP) and Environmental Monitoring Plan (EMoP) 9) Final Project Description, EMP and EMoP 10) Draft Final Right-of-Way Action Plan (RAP) 11) Final RAP 12) Draft Gender Assessment Report 13) Final Gender Assessment Report 14) Complete set of final design report summarizing all the services’ outputs 15) Monthly Progress Report 16) Operation and Maintenance Manual 17) Technology Transfer Prequalification Documents of interested consultants must be duly received by the BAC Secretariat on or before 8:00 A.M. on October 9, 2023 at the Bids and Awards Committee (BAC) for Consulting Services, Room 502-A 5th Floor, DPWH Building, Bonifacio Drive, Port Area, Manila with an Application Letter or Expression of Interest for Eligibility to participate in the bidding. 3. The Prequalification Forms will be available at www.dpwh.gov.ph & www.philgeps.gov.ph 4. The BAC shall draw up the short list of consultants from those who have submitted Expression of Interest, including the prequalification documents, and have been determined as eligible in accordance with the provisions of the “Guidelines for the Employment of Consultants under the EDCF Loan.” The short list normally consist of at least three (3) to a maximum of five (5) prospective bidders who will be entitled to submit bids. The criteria and rating system for short listing are: I Experience of the Firm 50 pts II Availability of Required Personnel of the Firm 20 pts III Workload 30 pts Total 100 pts 5. Bidding will be conducted in accordance with relevant procedures for the selection of consultants as specified in the “Guidelines for the Employment of Consultants under the EDCF Loan.” To be considered eligible, bidders shall satisfy the following conditions: a. Majority of the subscribed shares shall be held by nationals of the Republic of Korea; b. Majority of the full-time Directors shall be nationals of the Republic of Korea; and c. The firms shall be incorporated and registered in the Republic of Korea. 6. The Department of Public Works and Highways shall evaluate bids using the Quality-Cost Based Selection (QCBS) through Limited Competitive Bidding based upon the Short-list of Korean Firms. The Technical and Financial Proposals shall have weights of 90% and 10%, respectively. Upon review and no objection of the Bank on the result of the technical evaluation, the BAC for Consulting Services shall notify the bidders whose technical proposals pass the minimum technical evaluation score of 70 points, indicating the date and time set for the opening of their Financial Proposals. 7. The contract shall be completed within thirty (30) months. 8. Bidders are prohibited from making or accepting any communication with Members of the BAC, its staff and personnel, Secretariat, Technical Working Group (TWG) and/or observers, regarding matters connected to their bids from submission and receipt of bids until the approval by the Head of the Procuring Entity (HOPE) of the ranking of bidders. However, the BAC, through its Secretariat, may ask in writing the bidder for a clarification of its bid. All responses to request for clarification shall be in writing. 9. The Department of Public Works and Highways reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders. 10.
