INVITATION TO BID
“PROCUREMENT HIGH END DESKTOP COMPUTERS AND LAPTOP COMPUTERS”


1. The DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES, PROVINCIAL ENVIRONMENT AND NATURAL RESOURCES OFFICE - AKLAN (DENR PENRO-Aklan), through the General Appropriations Act (GAA) for CY 2023 intends to apply the sum of FIVE HUNDRED FIVE THOUSAND PESOS (₱505,000.00) being the ABC to payments under the contract for the PROCUREMENT OF HIGH END DESKTOP COMPUTERS AND LAPTOP COMPUTERS”. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES, PROVINCIAL ENVIRONMENT AND NATURAL RESOURCES OFFICE - AKLAN (DENR PENRO-Aklan) now invites bids for the PROCUREMENT HIGH END DESKTOP COMPUTERS AND LAPTOP COMPUTERS, with the following details, to wit:

Warranty and After Sales (18 months)

During the warranty period supplier shall provide highly technical personnel to service the equipment including its components/peripherals whenever hardware breakdown and/or any related problems occur
On call support shall be available, if problems cannot be solve, pick up/delivery of equipment shall be responsibility of the winning bidder during the warranty period
Service center must be available within the province
All component beyond repair shall be replaced at no cost during the warranty period.

3. Contract duration shall be Thirty (30) Calendar Days upon receipt of the Notice to Proceed. Bidders should have completed from the date of submission and receipt of bids, a contract similar to the Project, equivalent to at least fifty percent (50%) of the ABC. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

4. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184, otherwise known as the “Government Procurement Reform Act”.

5. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. Interested bidders should be enrolled in the Electronic Filling and Payment System (eFPS) program of the Bureau of Internal Revenue (BIR), pursuant to Executive Order No. 398, RR3-2005, and must be registered under the Philippine Government Electronic Procurement System (PhilGEPS).

6. Prospective Bidders may obtain further information from DENR-PENRO AKLAN BAC SECRETARIAT and inspect the Bidding Documents at the address given below during Mondays to Fridays from 8:00 AM to 5:00 PM.

7. A complete set of Bidding Documents may be acquired by interested Bidders from August 23, 2023 (Wednesday) at 8:00 AM to September 12, 2023 (Tuesday) at 11:00 AM from the given address and website(s) below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB (GPPB Resolution 04-2012 dated 24 February 2012), in the amount of ONE THOUSAND PESOS ONLY (₱1,000.00). It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

8. The DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES, PROVINCIAL ENVIRONMENT AND NATURAL RESOURCES OFFICE - AKLAN (DENR PENRO-Aklan) will hold a blended physical and virtual Pre-Bid Conference on August 31, 2023 (Thursday) @ 2:00 PM at DENR PENRO Aklan Conference Room, Bliss Site, Kalibo, Aklan and through video conferencing or webcasting via Zoom platform, which shall be open to prospective bidders, with the following details, to wit: Meeting ID: 859-6608-8984 Passcode: penroaklan. Prospective bidders are enjoined to register with the BAC Secretariat for proper recognition during the activity.

9. Bids must be duly received by the BAC Secretariat through (i) manual submission at the office address indicated below on or before September 12, 2023 (Tuesday) at 11:00 AM (deadline of submission of bids). Late bids shall not be accepted.

10. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.

11. Bid opening shall be on September 12, 2023 at 2:00 PM at the given address below (PENRO Aklan Conference Room, BLISS Site, Kalibo, Aklan), and through videoconferencing/webcasting via Zoom platform with same details above. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

Bids must be duly received by the BAC Secretariat at the address below on or before September 12, 2023 (Tuesday) at 11:00 AM. Late bids shall not be accepted.

12. The DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES, PROVINCIAL ENVIRONMENT AND NATURAL RESOURCES OFFICE - AKLAN (DENR PENRO-Aklan) reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
