CIVIL WORK PROJECTS ♦ PARTICULARS ABC Prospective Bidders, for Civil Works Project should possess a valid PCAB License applicable to the contract. Prospective bidders for both goods and services must have completed contract with a value of at least 50% of the Approved Budget for the Contract (ABC), and have key personnel and equipment (Listed in the Eligibility Forms) available for the prosecution of the contract. The BAC will use non-discretionary pass/fail criteria in the Preliminary Examination of Bids and will conduct post-qualification of the lowest calculated bid. All particulars relative to Eligibility Documents and Screening, Bid Security, Performance Security, Pre-Bidding Conference(s), Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by pertinent provisions of R.A. 9184 and its revised Implementing Rules and Regulations (IRR). The PGCS reserves the right to reject any or all bids without offering any reason, to waive any formality or technicality, and to award to any bidder whose proposal is deemed most advantageous to the PGCS.
