Description   Republic of the Philippines Philippine Rural Development Project Invitation to Bid for the Invitation to Bid Construction of Atulayan-Bislian-Pamatdan FMR Identification No. PRDP-IB-R04A-QUE-026-POL-001-2015 Loan No. 8421-PH December 1, 2021 1. The Government of the Philippines (GoP) has received a Loan from the World Bank towards the cost of Philippine Rural Development Project and it intends to apply part of the proceeds of this Loan to payments under the contract for the Construction of Atulayan-Bislian-Pamatdan FMR/PRDP-IB-R04A-QUE-026-POL-001-2015. 2. The Municipality of Polillo, Province of Quezon, implementing partner of the Department of Agriculture, now invites bids for Construction of Atulayan-Bislian-Pamatdan FMR. Completion of the Works is required by 240 calendar days. Bidders should have completed, within the last five (5) years, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 3. Bidding will be conducted in accordance with relevant procedures for open competitive bidding as specified in the IRR of RA 9184 (R.A. 9184), with some amendments, as stated in these bidding documents and is open to all bidders from eligible source countries as defined in the applicable procurement guidelines of the World Bank. The contract shall be awarded to the Lowest Calculated Responsive Bidder (LCRB) who was determined as such during post-qualification. The Estimated Project Cost for this project is One Hundred Forty-Nine Million Two Hundred Five Thousand Pesos Only (PhP149,205,000.00). 4. Marawoy, Lipa City, Batangas and/or at PRDP South Luzon Project Support Office (PSO Luzon B) at 2nd Floor ITCAF Building, Department of Agriculture Compound, Elliptical Road, Diliman, Quezon City from 8:30 am to 4:00 pm, Mondays to Fridays. 5. A complete set of Bidding Documents may be purchased by interested Bidders starting December 1, 2021 from the address below, at the PRDP Regional Project Coordination Office CALABARZON (RPCO IV-A) with address at Lipa Agricultural Research and Experiment Station (LARES), Brgy. The DA, however, requires that all potential contractors who will be awarded contract under the project shall have undergone geotagging training provided by the PRDP Project Support Office. 6. The Municipality of Polillo, Province of Quezon will hold a Pre-Bid Conference on December 23, 2021 at 2:30 P.M. at the 3rd Floor, Municipal Building (Annex Building), Polillo, Quezon which shall be open to all interested bidders. Prospective bidders can join virtually through video conference platform by sending email to this official email address bac.polillo@gmail.com requesting for an invitation. 7. Bids must be delivered on or before January 4, 2022, at 2:30 P.M. at the 3rd Floor Municipal Building (Annex Building), Polillo, Quezon. All bids must be accompanied by a Bid Securing Declaration. Bids will be opened in the presence of the bidder’s representatives who choose to attend at the address below. Late bids shall not be accepted. 8.
